Water is necessary for the existence and development of ecosystem, and the security of water ecosystem is confronted with great challenge because of the shortage of water resource for the moment, so a series of plans which are defined as water conservancy projects have been carried out in China aiming at ensuring ecological water use, maintaining ecosystem balance and protecting biology diversity. The problem to be solved imminently is whether the projects of water conservancy ecosystem can exert a long-term influence and how to fulfill the harmony and sustainable development of water resource and ecosystem. In this paper the bodies together with border condition dealing with water conservancy ecosystem are treated as integer and called water conservancy ecosystem. The mechanism of sustainable development of water conservancy ecosystem has been studied systematically. It provides support for establishing and perfecting theory as well as methods in water conservancy projects for decision-making, layout, management and evaluation. The study has theoretic significance and applied usefulness.On the basis of analyzing structure, function and characteristics of water conservancy ecosystem, the water right, compensation and performance evaluation system have been introduced as a variable restriction. A sustainable development model of water conservancy ecosystem reflecting coupling effect between bodies is proposed. A series of intelligent engineering operators and their structural forms are defined based on the Intelligent Engineering theory, and the solution of model has been established centered on the Intelligent Engineering operators.A performance evaluation index system reflecting the situation of water conservancy ecosystem is established to evaluate the index comprehensively and a benefit level index is defined to reflect the performance quantificationally. Based on level of benefit index the performance evaluation is done according to the space compositor. Furthermore a method of combining static evaluation with dynamic one is suggested to show the rule and trend of water conservancy ecosystem.Water allocation model of water conservancy ecosystem has been established. The value obtained by the resuming of ecosystem is reflected by performance and contacted with water supplying cost. Reasonable and effective Water allocation model based on the idea of cooperation in bodies is formed.A model of risk evaluation for water conservancy ecosystem is established. Rough Set Theory (RST), Artificial Neural Network (ANN) and Monte Carlo simulation method is used for the analysis of system risk. Therein a method called meta-simulation is proposed in the paper to provide a new idea for water conservancy system risk analysis.The measure level is defined for evaluating the state of sustainable development of water conservancy ecosystem. The result of evaluation can express the development degreereasonably owning to considering the influence of risk factor. The reliability of evaluation of sustainable development for water conservancy ecosystem is improved.A digital simulation of water conservancy ecosystem transformation of the cases provided in this paper has been finished at last. The path of sustainable development is described in many states and corresponding evaluation also has been done.A sustainable development principle and mechanism of water conservancy ecosystem is studied by establishing model, analyzing system, solving model and testifying example. Effective and scientific model of evaluation is proposed for guiding the sustainable development of water conservancy ecosystem.
