Competence is an integral ability which can predict workers' performance, and one of the hot spots in research fields such as Management, Industrial and Organizational Psychology, Human Resources Management and et cetra in the last 30 years. It is reported that, in US, the expenditure on the study and development of competence models is more than 100 million US dollars every year, and about 150,000 US dollars for a single model. Competence is also one of the preceding issues in the study on human resource cultivating theory and its practice all over the world.Competence is an integral ability which can predict captains' performancee. In recent years, seaborne system has, with the developing of technology, evolved from the Maritime Navigation Safety System into Maritime Navigation Safety and Efficiency System (MNSES) . This change posed not only new tasks to the study on Maritime Safety Navigation and Efficiency System, but also new demands to the core training curriculums for seafarer. So, nowadays, captain competence is one of the preceding subjects in human resource researches for international shipping enterprises, and has both significant theoretical and practical values.The captain competence structure model was, in this research, developed basing on the principle that ability is the essence and safety the focus. It is practically useful in: (1) Establishing a sound, scientific, and socialized system for captain selecting and the appraisal (The finds of this research will provide both theories and techniques for maritime administration departments and shipping enterprises to select captain.); (2) Diagnosing the fitness between a seafarer and his post and predicting his performance and thus making the most suitable person the captain; (3) Provides the reference for designing captain training curriculums and the exams; (4) Helping captains and their management with the career planning ( The captain competence structure model can promote the captain's self-awarness, learning more about the sthengthes and weaknesses of himself, and thus make better decisions for his career development.); (5) Establishing talent ensuring systems for shipping enterprises to increasing its competitivity.
