This dissertation examines the change of non-profit organizations (NPOs) for compulsory education aid in China. Compulsory education resource is scarce, despite having a huge external positive effect; unfortunately, China faces a very sharp contradiction between the growth in demand and the lack of supply, as well as inequality. This research tackles the following puzzle:in theory NPOs will be a mainstay of the emerging societies and cultures in countries in transition, but in our case NPOs in the field of compulsory education aid experience involution. In addition, the lack of literature about the relationship between GONPOs (government operated Non-profit Organizations) and government leaves rooms for research.This study aims to explore the core research question:Why did NPOs in China not effectively manage compulsory education aid, while their development space is getting smaller and smaller?Focusing on this question, taking China Youth Development Foundation (CYDF) as a typical case, using triangulation of data method, and based on the framework of analysis of CPRs and et al., a new analytical framework is built, allowing in-depth study from three dimensions (the institutional space, the resource dependence and the action strategy) the following questions:Why are NPOs involved in compulsory education aid? What do NPOs provide compulsory education aid? How about the effectiveness of aid by NPOs? How are NPOs involved in compulsory education aid changing? And why?The findings are showed as follows:Firstly, the changes experienced by the NPO in the field of compulsory education aid follow this logic:the absence of the government creates the need for NPO involvement; however, as the NPO is highly dependent on the government, its performance of the NPO decreases; coupled with the government re-substitution, therefore, although the NPO continues to exist, but with involution.Secondly, the involution logic of China Youth Development Foundation in the compulsory education aid is constructed on the intervention logic, selection logic and operation logic. The latters are reflected mainly in three aspects, namely how to create its own governance structure, how to gain resources, and how to take action.Thirdly, the mutual relationships among the institutional space, resource dependence and action strategies of the NPO affect its effectiveness of service, resulting in involution. That is, after the intervention of the NPO, the emerging but insufficient institutional space affects the NPO ability to raise funds; the dependence of NPO on government resource leads to the corresponding action strategies which in turn results in involution.Fourthly, the involution of China Youth Development Foundation includes four aspects:the marginalization of event space, increasing bureaucratization, behavior strategies of the organization, and ionization of functional role.Fifthly, the involution of China Youth Development Foundation is a somewhat similar to the Voluntary Failure phenomenon seen in the West, but differs in logic: Western Voluntary Failure of NPOs is caused by its own internal limitations; on the other hand, in transforming China, a non-profit organizational involution is the result of the insufficient of independence caused by external reasons as well as the lack of incentive for voluntary work. This can be used to explain the unique growth path of the NPO in China.Beginning with the analysis of the institutional background of China’s compulsory education supply, the intervention logic of the NPO compulsory education aid is discussed. Then, the selection logic and operation logic are argued. Again, its effectiveness is evaluated, as well as its involution logic, that is, the generation, manifestations and causes of the non-profit organization’s involution. Finally, based on the analysis above, a theoretical summary and suggested improvement are put forward, as well as the de-involution and function transformation of NPOs. Through the case study of compulsory education aid, the aim is to reveal the universal law of the ways and mechanisms in public goods supply.The analysis on each level of its framework applies mainstream methods of the world-leading studies, which not only qualifies this research, but also provides valuable recommendations for the government. Furthermore, it can attract the recognition and attention of international scholars.
