As a country-led, government-funded reward, National Scholarship system is an important part of student financial aid system, it plays a great encouragement and guidance for all-round development of students.But for a long time, China’s national scholarship system has been in the blank in primary and secondary schools.This phenomenon is unreasonable, it is not conducive to the establishment of a scientific and rational incentives.and it is bad to select top creative talents from an early age, and goes against to the quality promotion and the educational equity.In 2006, on the work of the State Council on Education forum, Premier Wen Jiabao pointed out:"With the enhancement of country financial resources, we will increase the scholarships and grants system implementation efforts in high school."In 2010, "Finances and education departments at all levels should guide social resource to set up a scholarship in the general primary and secondary schools." mentioned in Article XVI "Interim Measures grants ordinary primary and secondary state", which is issue by the Ministry of Finance and the Ministry of Education. As we have Seen, the government have recognized the importance of scholarship in primary and secondary schools, but limited to country financial resources, it is difficult to start on a nation wide scale. Then the work to establish a scholarship system has not been substantive initiatives.However, many developed and developing countries already have comprehensive scholarship system in primary and secondary schools. And in some regions of CHINA, such as Hong Kong, Macao and Taiwai also have set up a scientific and comprehensive scholarship system for the local ordinary students, after years of benign operation, the scholarship system has made tremendous contributions to enhance the education quality, and has provided an important reference standard to top creative talent identification and training, then largely contributed to achieving educational equity. With economic development, China has had enough economic capacity to establish a national scholarship system in all the ordinary primary and secondary schools of our country, and the issue of unsound incentives mechanism in ordinary primary and secondary schools has reached a critical period that must be resolved, therefore China should establish a scientific and rational national primary and secondary school scholarships systems as soon as possible.Using literature method combing the history and current situation of our country ordinary school scholarship system, finishing the period of the Republic of China relevant systems, policies and laws, and to summarize the experience and lessons, then learn the advanced experience in Hong Kong, Macao and Taiwan regions. In addition, for States, Singapore, the United Kingdom, India and other countries of primary and secondary school scholarships were compiled and evaluated. This research conducted a questionnaire survey on part of Primary and secondary schools in Shaanxi Province, Gansu Province, Sichuan Province, Henan Province, Jilin Province, Anhui Province, Guangdong Province, Shandong Province, Jiangsu Province, Beijing and Shanghai. and conducted in-depth interviews to some individual respondents to grasp the needs, expectations and recommendations from students, parents and teachers for primary and secondary school scholarships. With incentive theory, investment in human capital theory, public policy implementation theory and equity theory of education, this research do analyze the feasibility of national scholarships in ordinary primary and secondary schools, and ultimately make recommendations to establish the system.From the system of value orientation, the main responsibility, selection method and code for design of several recommendations, with a view to build with the needs of the development of students’ comprehensive quality of ordinary primary and secondary school of national scholarship system, contribute to guide and inspire students to grow up healthily, then we can realize the education ultimate goal.
