Obviously it is lack of logic to talk industrialization for any industry in such pre-requirement.This not only misleads the government industry policies,but also put bad influence on government and loses benefit of consumers.In order to meet the demand to clarify the connotation & mode of industrialization as well as wastewater treatment service and recycle water,the paper studies it for the first time.As an new-bom and special-owned thing in China,industrialization must have its special background.The background analysis show that industrialization need to regulate price,protect consumers' benefit,charge price but in the same time should reduce costs. The aim of China putting forward industrialization is possibly irregularity to this principle.The study on industrialization connotation is done just as its name implies,and it shows that,industrialization is industries operate acting mode according to economic goal which is decided by the subject's like.Under the frame of supply and demand,the study on enterprise essence from history way shows that enterprise is the least product unit,it is outcome of need.The study on industrialization connotation shows that,simple to say an industry is economic unit of producing a sort of products.Industrialization is such an economic concept from micro to macro.The study based on government essence and the Western System Economics shows that government is demos' agent,and is under consign of demos to operate industry. Based on consumer' control theory,so-called "further deep study" shows that government is agent of consumers and consigner of producers,that is to say,government operates industries under demos' consign but producers under government's.The aim for government to operate industry is to get the maxim benefits for demos.Thus the industrialization connotation from government view is got,that is a kind of industry operating mode based on the maximum benefit of consumers.It includes two sides of produce and consume.On produce side,it means to get lowest production price,on consume side,it means to realize optimizes production allocate(supply)to consumers.Studying shows that marketing(competition)mechanism and government mechanism are not parallel twos,and are not compensation relationship for each other.Because government has the power to carry out or not to carryout marketing mechanism,to carry plan system instead of marketing system for example,marketing mechanism is also a kind of government mechanism,and is a kind of regulate mechanism.Action and motivation theory think motivation decide action.On the production side, price regulation should be taken in order to realize industrialization goals.There exists asymmetry information between government and producer,thus under this condutions encouraging price regulation mechanism should e taken.Study shows,so-called" encouraging price regulation mechanism" can not include producer's cost variable, otherwise it is not only with encouraging,but also with reverse encouraging.And this will make producers getting extra-profits,damaging consumers' benefits.Study on encouragiement of several existed economic mechanisms shows that market competition pricing mechanism,tender and bid pricing mechanism,cap-pricing mechanism,are all encouraging price regulation mechanism.But permitted yield pricing mechanism(generally-used so-called "cost-rate pricing "mechanism now in China), yardstick competition(also called "area competition")mechanism are not with encouragement.For they include producer's cost varbile.Industry includes two kinds of natural monopoly and non-natural monopoly industries.The first one needs monopoly market structure and long operating term,the second one needs complete market structure.Connetion with their industry characters,on produce side,industrialization mode from govemment view are that,take priority operation for natural monopoly industry,and the choice of operators,the first price as well as the price in the following should be taken according to so-called "combind pricing regulation mechanism" in this paper,i.e.,put cap pricing formula into bid document,thus the issue of the first pricing and price adjustment in the future resolves.,and can protect consumers' profit in extrem limits.For the non-natural monopoly industry,the Industriliaztion mode is to take market competition price regulation mechanism.Because of different goods character,the supply should be taken according to goods theory in ord to realize optimize arrangement.So,industrialization mode on the consuming side is that,charging-free for public goods,supplying with cost price for private goods,and with part allowance for qusa-public goods.Study show that,wastewater treatment service and recycle water industry is natural monopoly industrialization.Thus,its industrialization mode on the produce side,simple to say,is to take so called "combind pricing regulation mechanism".The character analysis shows that,wastewater treatment service is private goods,recycle water is qusa-pubilc goods,but it comes from the social benefits to instead of fresh water.Thus, industrialization mode on consumeing side is to charge according to its cost for wastewater,and with government allowance for recycle water and,at least insure that the price for recycle water is lower than fresh water.
