Study On Performance Evaluation Of Maricultural Science And Technology Achievements Transformation

In 2001, the United Nations put forward in its official documents for the first time that 21 century was an ocean century, and the ocean would be the main field of international competition. On this basis our country also come up with the concept of ocean economy, commonly called’Blue Economy’, in it’s the 12th Five-Year Plan, and declare that developing ocean economy as a national strategy. In the meantime, our country also made a strategic deployment for building marine potestatem in 18th CPC National Congress The ocean economy has become one of the coastal urban economic zone pillar industry and a new point of economic increase. Chinese mariculture has lead to the Number one as a result of that the coastal cities make develop the mariculture as a breakthrough. Under the new situation, the development of China’s mariculture is facing new opportunities and challenges. And with the development of the high technology, the international competition is becoming fiercer day by day. Therefore, improving the achievement conversion of maricultural science and technology can provide efficient and effective support and protection for the maricultural development, which has become an important carrier to develop mariculture through science and technology. It is playing a more and more important role among the structural adjustment of mariculture, promoting the fishermen’s income and the construction of modern fishery industry. Therefore, how to build the performance evaluation system for the achievement conversion of maricultural science and technology, and promote the level of conversion of mariculture scientific and technological achievements,have become a key issue between theorists and practitioners.This paper, combining with mariculture characteristics, aiming at the direction and the principle of the mariculture industry development, gives a comprehensive study on the coastal provinces’performance evaluation of achievement conversion of maricultural science and technology, and puts forward some suggestions on performance improvement. Based on our investigation, this paper discusses these aspects as follows:Firstly, summarizing some related theoretical research basis about the performance evaluation of the achievement conversion of maricultural science and technology. The first part is to clarify the research background and its significance of the performance evaluation of the achievement conversion of maricultural science and technology, and review the related research of scholars; The second part is to clarify some relevant concepts, characteristics and the transformation process of the performance evaluation of achievement conversion of maricultural science and technology; In order to grasp the frontiers of related theoretical research, the third part will expound the developing process of the performance evaluation of the achievement conversion of maricultural science and technology. The last part is to set forth the shortages of the current research and some inspiration got from it for the paper, and clarify this paper’s aim.Secondly, the current situation and some existing problems that go with the performance evaluation of achievement conversion of maricultural science and technology are analyzed. On one hand, the basic situation of the mariculture’s technological achievements is introduced from five aspects:the subject, papers, monographs, patents, science and technological source. In the meantime, the current state and recent achievement of the conversion of scientific and technological achievements in the mariculture field, the mariculture disease field and sea product processing field are summarized. On the other hand, the problems existed in the conversion of maricultural science and technology are also analysed from four aspects:the technological achievements, the supply subject of achievements, the financial institutions and the main practitioners, pointing out other problems of scientific and technological achievements in the process of transmission.Thirdly, the Performance Evaluation Index System of achievement conversion of maricultural science and technology is constructed. Depending on the function and principles of the System, preliminary designing the factor sets of the System through consulting experts and referring to related research. Screening the indicators and inspecting the reliability and the validity of the indicator system by means of expert consultation, membership degree analysis, correlation analysis and discriminability analysis, leading to confirming the whole Performance Evaluation Index System.Fourthly, the performance evaluation of achievement conversion in maricultural science and technology by means of positive analysis is demonstrated. To make sure the target weight, standardizing the target data by using AHP,figuring out the conversion of science and technology achievements based on the data of coastal provinces from 2007 to 2013 by using linear weighting method. By clustering and comparatively analyzing the performance evaluation in this period, figure out the main constraints in the conversion of maricultural science and technology results in coastal provinces. The result shows the performance of Shandong province in the first group is the best. Performance of Fujian, Jiangsu, Guangdong, Liaoning, which are in the second group, is in a state of fluctuation with different advantages and disadvantages. Fishermen’s income of Guangxi province, being in the third group, has been greatly increased but many deficiencies in other aspects are also found. Zhejiang province, which is also in the third group, has the most personal expense in promoting aquaculture techniques, but the achievement conversion in maricultural science and technology is still limited due to the lack of research funds and low ratio of technical workers.In the end, suggestions on promoting the achievement conversion of maricultural science and technology are provided. First, explore the output and quality of the maricultural science and technology results through strengthening basic technical platform of mariculture, promoting basic research in applied orientation, cultivating innovative talents in mariculture industry, improving performance evaluation index system for the technical workers in mariculture industry. Second, promote supporting capacity in achievement conversion of maricultural science and technology with the help of intermediate services, the construction of industry supporting system, the improvement of extension systems in mariculture industry, the sound alliance of technical innovation and the enforcement of policies and funds. Third, improve the conversion capacity of participant in mariculture industry from rearing the leading enterprises, taking in experts from outside and training inside, scientific management and attaching importance to collaboration.The innovative points of this paper are as follows. First, through expert consultation, membership analysis, correlation analysis and discriminability analysis, the paper carries out layers of screening, reliability test, validity test for the evaluation system, builds a scientific performance evaluation index system, which is reliable and persuasive to the performance evaluation of achievement conversion in maricultural science and technology in coastal provinces.
