Study On Endogenous Growth Of Economic Transformation Of State-owned Forest Region In Heilongjiang

Since the natural forest protection project,the revitalization of northeast old industrial base,the policy of Da Xing'an range and Xiao Xing'an range eco-function zone construction,the state-owned forest region in Heilongjiang province has entered a new historical period of transition from traditional forestry to modern forestry construction,especially the implementation of the policy of full stop cutting of natural forest business.The implementation of a series of key forestry projects makes forestry development mode of state-owned forest timber production by changing the mode of development to ecological restoration and construction,mainly to protect the forest ecological service transformation by using the forest to get economic benefits.In terms of the present situation of the development of state-owned forest region in Heilongjiang Province,How to transform the advantages of existing resources into the advantages and potentials of the future economic development,tap the inherent development potential and power of the forest region,that is the key problem to be solved urgently in the process of transformation and development.Based on this,the paper studies the endogenous growth of economic transformation in state-owned forest region in Heilongjiang Province,analyzes the factors that affect the endogenous growth of state-owned forest region in Heilongjiang Province from the perspective of economic transformation,and it has certain theories and practices significance to promote the economic development of forest region.On the basis of the relevant research results at home and abroad,the research is based on the theory of transition economics and the theory of endogenous growth.The paper analyzes the realistic foundation of the economic transformation of the state-owned forest region in Heilongjiang province and the present situation of the endogenous growth of the economy.On this basis,the paper first evaluates the process of economic transition and endogenous growth of forest region,the results of evaluation shows that the economic transformation and economic endogenous growth of state-owned forest region in Heilongjiang Province show a good development trend,but the development is relatively slow.Then,constructs a VAR model of economic transformation and economic endogenous growth of state-owned forest region in Heilongjiang Province,analyzes empirically the influence of economic transition on the economic endogenous growth.The impulse response analysis results showed: On the whole,The impact of economic development on economic endogenous growth in the economic transformation of state-owned forest region in Heilongjiang Province is greater than that of social development and livelihood improvement and resource conservation and environmental protection on economic endogenous growth,but the latter two have the same effect on economic endogenous growth can not be ignored.From the perspective of one-way index analysis,investment in non state investment proportion,the proportion of non forest industry output value accounted for the proportion of the total output value of forestry has a positive impact on the economic endogenous growth,and the impact is relatively large;the per capita GDP,the average annual wage of workers,retirees annual living expenses,the compliance rate of industrial wastewater,utilization of waste products and forest volume have a positive impact on economic endogenous economic growth,but the effect is relatively small,and the impact of the compliance rate of industrial wastewater is relatively short.Through the variance decomposition,by the time of tenth,investment in non state investment proportion has the greatest impact on the endogenous growth of forest region,followed by the proportion of non forest industry output value accounted for the total output value of forestry,and then is caused by GDP,the average wage of workers per capita,industrial waste water compliance rate and forest volume,from the use of the product output with minimal impact on forest economy endogenous growth comprehensive retirees living expenses and annual waste.Finally,the paper puts forward some suggestions about how to promote the economic endogenous growth of the state-owned forest area in Heilongjiang Province from the perspective of increasing investment in human capital,promoting the adjustment of industrial structure in forest area,raising the market level of forest area and innovating management system.
