Study On The Improving Strategies Of Technical Efficiency Of Agricultural Products Logistics In China

The characteristics of intensive capital input and energy consumption is remarkable in agricultural products logistics industry. If the logistics is always in low efficiency, the vested capital can’t be fully used and the energy may be wasted, which will result in unsustainable development of the industry. The efficient operation of agricultural products logistics industry is of economic and social significance because it’s helpful to reduce logistics cost and prevent the occupation to producer and consumer benefits. But existing research findings are short of indepth and comprehensive studies aiming at regional agricultural products logistics. Therefore, after summarizing and analyzing researches now available, based on efficiency theories and regional agricultural products logistics theories, this paper studies administrative provincial agricultural products logistics in Mainland China from following aspects.y(1) Influence factors analysis of TE of regional. According to the theories of TE, TC and TFP, combing with the theory of regional agricultural products logistics, the related concept is defined and series of influence factors are further analyzed, direct acting factor, upstream.downstream industries factors in agricultural product supply chain and exogenous environmental factor.(2) Measurement on TE of agricultural products logistics and spatial difference analysis. Non-radial and non-angular SBM model, in which capital and labor force are selected to be input indexes and volume of the circular flow of agricultural products to be output index, is used to measure the TE, PTE and SE of agricultural products logistics of each administrive province. Theil index and spatial autocorrelation analysis are also used to study quantification degree of efficiency variance among three regions and whole country and regional spatial distribution of different TE level. The results show that owing to low PTE, the TE of each province is on the low side, but SE keeps at high level of about 0.8. In the researched period, the difference of TE demonstrated the tendency that enlarged at first and then narrowed. The internal difference of eastern region is the largest and that of the west is the smallest. From 2000, the trend of concentration of administrative provinces with high TE was strengthening. The "hot spot" salient regions and the area with high scores mainly distributed in eastern and central region.(3) Measurement on TEC of agricultural products logistics and spatial difference analysis. Combining SBM model with Malmquist index, the measure model of TEC, TC and TFP growth is structured to calculate the growth rate of TFP and decomposed kinds of indexes of 28 provinces. Relying on the results, the TE variation tendency of three regions and whole country is analyzed. Finally, spatial difference of TEC is farther calculated through the methods of Theil index and spatial autocorrelation. The results show that in the researched period, the TE domenstrated the tendency that fell down at first and then rose. And the variation trend of PTE was similar to it, but the variation scope was further broader than that of TE.(4) Function Analysis of agricultural products logistics supply chain upstream-downstream industries and exogenous environmental factors. Regression analysis is put into use to analyze influence factor of agricultural products upstream-downstream industry-degree of influence and impact direction of agriculture, ventures in agroindustry and agricultural products retail industry on TE of agricultural products logistics. And Tobit model is used to discuss how exogenous environmental factors can affect the TE in different regions. The research results show that the enlargement of agricultural production scale can accelerate the improvement of TE. On the contrary, the expansion of ventures in agroindustry and agricultural products retail industry would do harm to it. Among different regions, the difference was large in function of various exogenous environmental factors.(5) Mechanism of action analysis of influence factors of TE of agricultural products logistics. The mechanism of action is analyzed from three aspects of direct acting factor, agricultural products upstream-downstream industry factor and exogenous environmental factors.Comparing to existing studies, following innovation points are embodied in this paper.(1) Agricultural products circulation is the aggregation of trade flow, logistics and information flow. In this paper, agricultural products logistics is stripped from circulation system and the TE level of each administrative province is studied comprehensively and systematacially, which can make up for the deficiency that agricultural products logistics efficiency is usually studied from the angle of circulation in existing researches.(2) In this paper, several methods, such as Theil index and spatial autocorrelation analysis, are put into use to analyze the difference in TE level and efficiency change of agricultural products logistics, which improves the accuracy and dynamics of the study and enriches the methods and approaches of research on logistics efficiency of agricultural products.(3) In this paper, non-radial and non-angular SBM model is adopted to analyze the direct impact on TE of agricultural products logistics made by input and output variables. Meanwhile, Tobit model is used to discuss the influence made by various exogenous environmental factors. On this basis, the paper also attaches importance to the influence on TE made by agricultural products supply chain upstream-downstream industry factor to widen study horizon. The same research contents have not been found in pertinent literatures.
