As the core of China’s economic development strategy, the new urbanization will still play a dominate role in the town and the country’s economic lifeline in the future economic development. As a new thinking and new orientation of the traditional urbanization, the development of China’s new urbanization is at its start, a clear definition of the dynamic mechanism of its developing space effect to provide the correct direction for the future urbanization. The central working conference in2012clearly put forward the task of economic work in2013, with18smooth convening of the third plenary session, both highlighting the more prominent of the new urbanization construction, and making it China’s economic and social development strategy. The new sessions of central leadership put the urbanization development as the focus of the strategy, considering it as China’s biggest potential, however, urbanization is not the simple proportion of urban population increase and area of expansion, but the transition from the rural to the urban in industry supporting, living environment, social security, and lifestyle etc. Thus, the new urbanization has risen to the national strategic level, becoming the total gripper of the current various economic development undertakings.In the traditional development process of urbanization in our country, series of problems and contradictions exists and all sorts of types of patrial urbanization arises, from the concept to the action, such as the town’s priority development of urbanization, the quantity growth of urbanization, high ambient impact of urbanization and the minority of the actual urbanization and so on. Under such development reality, the process of the migration from the rural to the urban has formed a variety of unequal status, unequal profession, social right and resource allocation unequal and so on. Under the condition of a variety of the unequal, the transferring population did not enjoy the national treatment of the original town residents, the life quality of which did not reach the same standard either. Living in the town with no basic rights guaranteed, this conflicts with the original purpose of the new urbanization, especially the group represented by migrant workers, who enjoyed more poor treatment compared with the original residents, with a more unequal payment, vulnerable voice and passiveness to be their most distinctive feature. Under the current rapid development of the urbanization, some local govemment is keen to speed up the land acquisiton and land transfers to get rich land finance, however ignoring the legal proceedings of the land acquisition and the social responsibilities it should bear. With the reality of an uncomplete rural land system in our country, a tragedy will arise that the farmers have no curtilage base in the country, with no housing in the town. Naturally, these people become the victims of the urbanization development. This forces us to be foward thinking of urbanization, clarify its development mechanism and transition path.The current development of the urbanization tend to underline single dimension but to ignore multidimensional comprehensive factors, inclined to underline the government factors but to ignore market factors, inclined to underline the exogenous factors but to ignore the endogenous factors, inclined to underline the latter factors but to ignore the quantitive factors. Under such dynamic mechanism, the quality of the development of the urbanization failed to be promoted, unable to keep up with the development. This result in the essential connotation of urbanization failing to be reflected which requires the development of urbanization dynamic mechanism to conduct a comprehensive restructuring, thus achieve the tenor of the new urbanization development. The urban development policies of all regions gives more considerations to the promotion of the region’s urbanization level and the adequate impact on the surrounding area, but the direction and intensitity of the impact not involved, resulting the block and independent phenonmenon of the development of urbanization, which is not conducive to form a pattern of urban agglomeration and the development of megalopolis. Therefore, starting with this, the paper makes a systematic research on the spatial effects and the dynamic mechanism of the new urbanization development, clearify its motivation mechanism and specify the regions spatial variation pattern and spatical effects resulting from the future urbanization development in all regions, thus providing the basis for the urbanization development policies.By using the regional unbalanced development theory, the regional balanced development theory, and the urban and rural overall coordination development theory, this paper makes a further and systematic research on the the dynamic mechanism and the spatial effects of the development of the urbanization in our country. First of all, this paper believes that the dynamic mechanism of China’s urbanization development should be achieved by a single dimension shift to the multi-dimensional, by the exogenous dynamic mechanism shift to both the exogenous and the endogenous, by the passive to the proactive, and by the quantity shift to the quality, analyzing the current problem and situation of China’s urbanization development and explaining from three misunderstanding aspects such as the subjective act. Secondly, this paper points out that the future development of new urbanization should adhere to the basic mechanism of the new industrialization, the core mechanism of enhancing the income and welfare level, and the long term mechanism of protecting the public demand and ecological environment, through the empirical analysis of the traditional dynamic urbanization factors, based on people-oriented, urban-rural integrated and balanced regional coordinated development principle. Thirdly, this paper works out the critical factor in the future development of new urbanization and then analyses and predicts its proper impact on economics development and the resulting changes to the regional spatial patterns, by analyzing the spatial effect of the new urbanization development, mainly through the empirical analysis of space spillover effects of the traditional urbanization development. This paper believes that in the future course development it will be the prior task how to promote the healthy and rapid development of China’s new urbanizaiton better and release more space spillovers for each region. Fourth, this paper believes that it is required that more attention should be paid to the basic dynamic of the agricultural modernization, the driving force of the new industrialization, the perpetual driving force of the industrial clusters and structure optimization upgrading, the intrinsic motivation of urban-rural integration, the extrinsic motivation of the government regulation and the important driving force of substantial transport systems in order to promote the new urbanization continued healthy and rapid development more effectively, by analyzing the experience of the urbanization development of typicall countries, combing through the successful experience of the U.S, Japan and the European countries and the full experience in Latin America. Fifth, the basic path of new urbanization development is designed. The basic path is proposed to promote the development of China’s new urbanization, on the basis of the systematic analysis of the foregoing for new urbanization dynamic mechanism, spatial effect and the successful experience of foreign countries. Six optimal paths are involved; the endogenous type of new urbanization road converting the urbanization development model, optimization and adjustment of the industrial structure realizing the rationalization and advancement, realization of quality of urban economic development improving the social welfare, the improvement of the urban infrastructure construction to meet the public needs, the low-carbon green urbanization road strengthening the ecological and environmental protection, and strengthening spatial spillover effects the new urbanization promoting its high quality development. On the basis of systematic carding of precedent research results, this paper researches deeply on the dynamic mechanism and effects of space of new-type urbanization development, by combining theoretical analysis and empirical analysis and systematic research methods, and using spatial econometrics software. The main innovation is reflected in the following three aspects:firstly, the paper establishes the index evaluation system of the urbanization in China, and synthetically measures the urbanization development level in all regions. Simply, the ratio of town population to total population was taken as measurement standard, in the precedent study on urbanization, which leads to a bubble development of urbanization in China. This paper divides urbanization into four parts, that is, demographic urbanization, economic urbanization, social urbanization and ecological urbanization, and measures the urbanization development level in all regions with representative index system. This can ensure the real level of China’s urbanization development and the difference between regions and the disparity between the two measurement standards of urbanization, so that some concrete basis of policy-making can be presented for promoting the healthy development of urbanization in all regions. Secondly, the paper builds up traditional dynamic mechanism system of urbanization development in multiple dimensions and chooses the dynamic mechanism for future new urbanization development. The traditional dynamic mechanism system of urbanization development tended to analyze from a certain side, such as economic growth, industrial structure changes, income gap etc, which fails to reflect the systematicness and comprehensiveness. This paper builds up the dynamic mechanism for China’s urbanization in multiple dimensions, from the sides of economic growth, industrial structure, marketization degree and governmental macroeconomic regulation and control, and does model analysis on the dynamic mechanism and then work out the direction and degree of it, and rationally forecast and choose the dynamic mechanism for future new-type urbanization development, which present the basis of policy-making for promoting the healthy development of urbanization. Thirdly, this article establishes spatial econometrics model and makes empirical detection on the spatial spillover effect of urbanization development and rationally forecast the spatial effect of new-type urbanization. Different scholars have researched empirically on the spatial spillover effect of Chinese coastal and inland region, the three districts and some provinces and cities, but no one has studied on the spatial spillover effect of urbanization development, which laid a good disquisitive foundation for this paper, this article establishes spatial econometrics model and makes empirical detection on the spatial spillover effect of urbanization development in general and the three districts, which could not only ensure the direction and degree of spatial spillover effect and then rationally forecast the spatial effect of new-type urbanization and the new changes of spatial pattern raised by it, but also present reference system for the policy-making of urbanization development. Further more, it can lift positive spatial spillover effect and promote the harmonious development of urbanization.As the new concept and objectives of urbanization, the developmental dynamic mechanism of new-type urbanization makes great sense to the local developmental level of urbanization. The direction and degree of its spatial spillover effect have externality on the urbanization development of adjoining districts. This research tries to study on the dynamic mechanism and its spatial effect, which enriches and develops the theoretical research of new-type urbanization and promotes the development of new-type urbanization and the multi-disciplinary integration of its dynamic mechanism, and contributes to optimize the dynamic mechanism system of China’s new-type urbanization development and lift its spatial effect, and present basis of policy-making of the healthy development of new urbanization.
