Along with these work synchronism to advance, with the most potential of development and the most innovative dynamic area leader, metropolitan area has become the crucial innovation and reform base in the blueprint. How to realize these challenging goals together with a syncretic mode is the key to realize area leaping development.Metropolitan area has the most favorable conditions with pooling resources and booming markets. In information and network environment, that is favorable condition to industrial innovation and joint development of the region based on knowledge creating. To merge these two issues, we can locate the goal of the new information service system under the guidance of metropolitan areas’Innovation-oriented development goals, to eliminate knowledge and information imbalance among different areas, to make up innovational resources distribution gap, to reduce our dependence on natural resources, to promote regional capacity of advanced production factors effectively. And then, social innovation mode would be improved and cooperative innovation must be promoted. The system can promote industry upgrade through upgrading information service for the whole courses of industry process, and this will trigger industry interactive development between different areas. Metropolitan area’s information service system can strengthen the internal and external service and extend business. As the result, that will enhance Metropolitan area’s influence and more effectively drive the cities.This paper in-depth explored the foreign and domestic development pattern and the law of innovation-oriented development of metropolitan area. Based on the forefront achievements on system theory, collaboration theory and information science, the paper analyzed metropolitan area’s development laws, innovation system’s structure and innovation value migration. As last, in the case study which analyze a domestic most famous Metropolitan area’s innovational information service platform practice, it summed up the experience and shortcomings which deepen the understanding on this topic.
