In recent years, China’s food safety accidents happened frequently. The food security situation is a grim reality in China. In the Central Rural Work Conference in2014, President Xi Jinping made a statement that food safety is based on the production process. Agricultural products are the key elements for food safety. We must get to the root to guarantee the quality of agricultural products and take the quality and safety of agricultural as a key to the transformation of agricultural development and the acceleration of agriculture modernization.In February9,2015, Vice Premier Wang Yang talked about "China’s agriculture must accelerate the development mode transformation, take the path of agricultural in Chinese way, we should cultivate leading enterprises, farmers’ cooperatives, family farms, professional and other new types of large business in an innovation-driven way."This dissertation designed and built a new model of agricultural supply based on the perspective of food safety management, with the aim of quality and safety promotion of agricultural products. Combing the relevant theoretical results, the case study of successful experience at home and abroad, field research of various types of agricultural supply main parts and regression analysis, this dissertation studied the relations between agricultural supply mode and quality and safety of agricultural products. Then this dissertation built an agricultural supply simulation environment to further develop a new model of agricultural. The research methods are as follows:1. Case study on developed countries’experiences, analyze the status of Chinese agricultural supply. This dissertation analyzed the status and problems of China’s major agricultural supply patterns.2. Case study on supply of agricultural products in Wuhan city.The quality rate of agricultural safety in Wuhan ranked the first in the whole nation from2010to2013for four consecutive years. So this dissertation studied Wuhan’s experiences. Firstly the dissertation interviewed different types of agricultural supply main parts in the point of views of security management, organizational management, supply management, summarized their advantages and disadvantages, and analyzed the improvement methods.3. Comprehensive analysis of the supply of agricultural products in Wuhan.The dissertation studied the modes of agricultural enterprises, farmers’ cooperatives, family farms, and other types of large professional agricultural supply, summarized the main characteristics and safety of agricultural products, analyzed and evaluated each mode’s market situation and the development trends, and identify the differences among all the modes in the internal structure of the organization, production and business operation mode, security and other aspects of the security services. The aim is to distinguish the characteristics of various models, develop the internal laws of the various modes of operation, and provide a theoretical basis for the new model.4. Using Logistic statistical regression analysis model to analyze the factors affecting the safety supply of agricultural products.The factors affecting agricultural enterprises produce supply include:production costs at the enterprise level, the total corporate assets, corporate base covers, production safety of agricultural products, the responsible persons education level, the average educational level of employees, whether the enterprise has its own base and whether the base is certificated. Factors affecting farmers’ cooperatives and safety of agricultural supply include:demonstration of the level of farmers’ cooperatives, farmers’ cooperative breeding species per household size, whether farmer cooperatives unified brand sales, farmers’ cooperatives whether quality certification, the number of full-time staff of farmer cooperatives, whether the farmers’ cooperatives uniformly provide pesticides and fertilizers, and farmers’ cooperatives and technical training times.5. Using computer simulation models to further explore the relationship between agricultural supply models and agricultural products safety.The dissertation used body modeling (Agent-Based Modeling, ABM) method to model the supply of agricultural products producer and distributor of agricultural activities, designed appropriate functions and parameters to describe the behavior of each subject as well as other environmental policy factors, and used simulation software NetLogo to build agricultural supply environment, analyze the decision rules for each subject of agricultural supply mode, interactive behavior, organizational structure and policy factors, and the impact on the quality and safety of agricultural products.At last, the dissertation inductive analyzed and proposed the new model of agricultural supply guidelines, implementation of the principle, the general idea and development goals from the macroscopic perspective of national agricultural supply structure. By scientific thinking, the dissertation designed the overall development framework for agricultural supply new model based on more efficient, more transparent, more standardized guidelines. And this dissertation designed the development path of the proposed model of agricultural supply based on the laws and regulations, policy support, and administrative supervision.
