With global warming becoming an indisputable fact, the average global temperaturehas increased by0.74℃during nearly100years. Especially in the past two years, withthe acceleration of urbanization process in China, PM2.5pollution of many cities isserious. Rare high intensity of haze pollution constantly swept eastern, northeastern andsouthwestern regions reaching10provinces, of which the most polluted comes as Beijing,Tianjin area. In the context of sustainable development and the social construction ofecological civilization, the climate change has become a bottleneck of blockingsustainable development of our natural, economic and social. Despite the rise ofexperiments and construction of low-carbon cities, there still exits some issues, such asthe systematic scientificity of the low-carbon urban development planning, the public’smisunderstanding of low-carbon city, the practice of low-carbon urban construction toomuch focusing on a particular industry, ignoring the overall planning from point to thewhole work and so on. It makes the planning and construction of low-carbon urban existmany problems. In this paper, the planning and empirical research of low-carbon citybased on collaborative model, will promote planning scientificity and constructiveoperability of the carbon urban on planning concepts and practical significance.This paper first describes the status of the construction of domestic and overseaslow-carbon urban and the theory of low-carbon planning systematically, with a focus onthe action strategies of low-carbon development and the development path of low-carbonurban construction. Secondly, based on the planning requirements of low-carbon citiesand the analysis of problems our current low-carbon urban construction exiting,introducing the concept of synergy, it analyzes the relationship between collaboration andsustainable development, and improves the multi-system collaboration model oflow-carbon urban construction on functional basis, system structure, spatial structure andthe development of mechanisms. Again, based on the research and analysis of pilotlow-carbon urban construction in Baoding, considering the characteristics of low-carboncity index system, it evaluates the status of Baoding pilot low-carbon urban constructionusing analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, andobtains the level of the low-carbon economy in Baoding in recent years, pointing out theconstruction problems of low-carbon urban. Finally, using multi-system collaborative model of low-carbon urban construction, it puts forward countermeasures andsuggestions on low-carbon urban construction, in order to provide a useful reference tothe low-carbon urban development planning and practice.
