Research On The Development Path Of The New Urbanization In China

According to China’s National Bureau of statistics official website data, by the end of 2014, there are over seven hundred and forty-nine million urban resident people in mainland China, more than eighteen million rural resident people in the year of 2013, and also the urbanization rate has reached 53.7%, indicating that the goal that the urbanization rate increase 4 percentage points and the coordinated development of urban and rural areas to further enhance proposed by the National Twelfth Five-year Plan has achieved.But because of the national conditions, historical tradition and human resources environment, while urbanization has achieved remarkable effect at the same time, but also it brings a lot of problems to the economic and society of our country. The most obvious one of them is the imbalance economic development and serious polarization between regions, which may cause social instability problem. In 2013 the population separating from their household’s register that means the residence place is not inconsistent with the household registration place and the one must leave the household registration place for more than half a year has reached two hundred and eighty-nine million people, at the same time the floating population is two hundred and forty-five million people. Accordingly, "the household urbanization rate" is only almost 35.7%, not only lower than 80% of the developed countries, but also lower than the average level of 60% of the developing countries which per capital income is similar to China.In view of this situation, from the "people-oriented" concept, this article put forward the development model of urbanization is to improve the poor and backward area of the material standard of living, to ensure the interests of vulnerable groups, maintaining social fairness and justice, so that all the people can share the achievements of reform and opening up as well as the construction of socialist harmonious society.Based on the understanding of the concept and development goal of the urbanization, by reasoning analysis to the current situation and the problems of China’s urbanization, the article obtains the deep-seated causes of existing problems of urbanization development in the past, which mainly about several aspects of ideas, specific measures, historical system, and situation of sentiment.Secondly, the article points the new urbanization development path in three aspects, which are a new type of urbanization based on person-oriented, the scale structure and spatial structure of urbanization, and the development and integration of production city fusion. Most of the former comes from the perspective of human needs during the urbanization process, which includes population, employment, education, health care, social security, and environment and so on. The middle one mainly from the development of medium cities about the scale selection and the principle of spatial distribution, putting forward to realize the coordinated development of different scales cities, especially must pay more attention to expand the scale of small and medium-sized cities, attaching great importance to the distribution function of small towns, and strengthening the connection between different scale cities at the same time. By the building of the traffic network, it makes a crisscross pattern of city space system. The latter one is about the production city fusion. As is known to all the high quality of the urbanization can’t depart from the support of the industry, therefore through the study of the comprehensive analysis of produce the cause of the city divided, the article integrates production city of the realistic path, including strengthening planning guide, establish industry support system, pays special attention to the industry carrier, complete infrastructure and pay attention to optimize the industrial layout, etc.Then, on the basis of the above research, this paper also introduces some main countries’ urbanization development, including the United States, Britain, Germany, Japan, South Korea and other developed countries, as well as Mexico and India as a representative of developing countries, by analyzing the process of urbanization in these countries, as well as the problems in developing experience, at the same time on the depth of its realistic solving measures in the summary, formed as a guidance to our country urbanization construction experiences and lessons. Finally, combined with the content of the full text, from the concept of innovation, improving the system, planning first, financial support, highlighting the new culture and strengthen the leadership, this article summarizes the urbanization development path in order to achieve the purpose of China’s new urbanization development.In this paper, the largest innovation point is that under the background of "people-oriented" as the core, the paper makes clear that solution around the needs of people to create new demands is the key of the development of new urbanization, at the same time, the purpose of the new type of urbanization is to narrow the polarization, realize the common prosperity of the people.
