Urbanization is a gradual process of agrarian society changing to industrial and service-oriented society. Currently, Shandong Province is in a stage of economic and cultural construction, and urbanization is a major strategy to improve the province’s economic and social development. New urbanization is a new concept coming up in the new era, and it is urbanization of focusing on people-oriented and the sustainable development.The development of new urbanization should focus on improving the quality of urbanization, rational planning, effectively solving problems that restrict the development, and changing the industrial and employment structures. By studying the results, there are some problems of urbanization development in Shandong Province, including the following aspects: "semi-urbanization" outstanding; unbalanced development of the three regions; the week competitiveness of the city center; underdeveloped private economy, unreasonable industrial structure, inadequate development of service industry; and environmental degradation. Combining the developing requirements of new urbanization in the new era, this paper finds that there are various factors affecting the development of new urbanization in Shandong Province, including factors that can be quantified, as well as ones that cannot be quantified at present. For indicators of these factors cannot be easily defined to be used for quantitative analysis. But we can not ignore the impact of these factors on urbanization. Synthesizing studies of other scholars, this paper adds two indicators on the basis of its own thinking, namely the green coverage rate and the yearly sewage treatment rate of built-up areas. These two indicators are used to explain the effect of environment on the development of new urbanization. And this paper attempts to find out the impact of the ecological environment on the level of urbanization through introducing the empirical analysis of these two indicators.New urbanization results from the joint effects of many factors over a long period. And it involves economy, industry, population, education, health care, infrastructure and ecological environment. Selecting 14 indicators, the paper establishes an indicator system of influencing factors of new urbanization in Shandong Province, and it adopts a double-log model. All indicator data are the data of Shandong Province, selecting data of 1995 to 2013 years as the sample space, the total sample size of this paper is 19. With principal component analysis and multi-variable linear return analysis, this paper arrives at an elastic coefficient of various indicators that influence the new urbanization in Shandong Province, and explain its significance.In this paper, drawing the United Kingdom, the United States, Japan and South Korea’s experience in "urban disease" management, urban planning and management, urban construction, ecological civilization and spiritual civilization construction, etc. Basing on the empirical results, this paper puts forward corresponding measures to improve the development of new urbanization in Shandong Province, such as optimizing the industrial structure, raising the level of economic development, strengthening urban construction, increasing investment in education, enhancing human capital, improving workforce vocational skills, reducing unemployment, narrowing the income gap between urban and rural, promoting the reform of the household registration system, improving the social security system, protecting local culture and realizing the sustainable development. These measures is much more targeted.
