Research On Performance Evaluation System Of New Urbanization Financially Supported By Government

With the improvement of importance of new urbanization strategy, and the promotion of scientific and fine management of finance, the quality of urbanization development and performance of public finance expenditure are becoming the points academia and governments focus attention to. It is one of the key works for financial sectors to improve financial management to provide financial support for the healthy development of new urbanization. Therefore, the performance evaluation systems construction is the most basic and important task to undertake.Based on deep analysis of the connotation of financial support for new urbanization, this essay has systematically summarized conceptions of the urbanization quality evaluation and financial expenditure performance evaluation, and made a systematic and deep research on technical system of performance evaluation of financial support for new urbanization using system theory, value theory, principal-agent theory and other related theories, and through econometric analysis, data envelopment analysis(DEA), fuzzy comprehensive evaluation method. After that, this essay has established a technical system and institutional guarantee system of performance evaluation of financial support for new urbanization development.First, this essay systematically states the scientific connotation and theory evidence of financial support for new urbanization development. In this part, the literature review on related domestic and foreign researches of financial performance evaluation and urbanization quality evaluation is both made; background and significance of financial support for new urbanization development is discussed; some key concepts such as new urbanization, performance evaluation are analyzed. Some important related theories, public economic theory, principal-agent theory, new public management theory, "3E" theory, are elaborated. The Internal mechanism of interaction between financial expenditure and urbanization process is summarized. So the dominant directions and key fields of financial support for new urbanization development are defined and then breakthrough point is made clear.Second, the technical system of evaluation performance of financial support for new urbanization development is constructed both at micro and macro levels. New urbanization development is a complicated macro-system, involving social security, environmental protection, urban construction, and etc. In order to comprehensively review the financial support for new urbanization development, at the macro level, from a long-term perspective the causality of financial support and new urbanization is reviewed, and the impact on urbanization development level and quality from financial support is measured by mathematical model, and from a short-term perspective, the input-output efficiency of financial support for new urbanization development is analyzed through DEA model. At the micro level, the performance evaluation indicator system and weighting system for projects constructing and projects completed, and quality control system of project performance evaluation are constructed. Afterwards, the scope and approach of application and expanding of the performance evaluation results is put forward.Third, the institutional security system of financial support for new urbanization development is constructed. This part puts forward:constructing a leadership group working mechanism for performance evaluation, inviting intermediary institutions, and defining responsibilities of financial sectors, intermediary institutions, and parties in interest; constructing performance evaluation information sharing platform, and implementing performance evaluation admittance system, data reporting system, evaluation quality review system, etc.; constructing a closed performance evaluation security system covering organization, coordination, data reporting, quality review, report writing, demonstration, results expanding.At last, the essay evaluates the comprehensive performance and project performance of Shandong financial support for new urbanization development. In this part, using of the data of public finance 2007-2013, the performance levels of financial support for new urbanization development in Shandong Province and 17 cities are analyzed. For a long time, Shandong urbanization is well supported by government finance, and the quality and quantity of urbanization is quite improved. From a short-term perspective, there are problems such as resource waste and low-level management, and the effect of financial expenditure needs to be improved. At the same time, this essay has evaluated a large environmental protection project. Data shows that the project performance evaluation system is not only feasible, but helpful to find problems in projects.For the important proposition of financial support for new urbanization, this essay has made some innovation and exploration on theory system expanding, technical model construction, method system construction, case study, and etc. The main points are as follows:First, the performance evaluation theory system study is expanded. From two aspects, technical method and institutional security, the idea of performance evaluation used in micro projects is expanded into the measurement of new urbanization, a macro strategy. Post evaluation theory used in a single project completed is expanded into projects constructing, and then the performance evaluative system macro-micro linked, projects constructing and completed both covered, and technical and institutional characteristics united is established. So the pathway of performance evaluation theory application in macro strategy and project constructing is perfected, and the theory and technical system of performance evaluation is further enriched and improved.Second, performance evaluation model of financial support for new urbanization in both long and short terms is established. The causality and ways of impacts between financial support and urbanization development level and quality is measured by panel data causality test and regression analysis, so the performance of financial support for new urbanization in long terms is reviewed; the allocation of financial resources, financial management and financial input redundancy and output deficiency are analyzed through DEA in input-output perspectives, so the performance of financial support for new urbanization in short terms is reviewed.Third, the whole process performance evaluation system of financial support for new urbanization is constructed. From four dimensions, relevance, efficiency, effectiveness, sustainability, the result-oriented performance evaluation system of financial support projects in both constructing and finished phase is established. As a result, performance evaluation covers the life-cycle of projects, providing new full technical systems for performance evaluation of projects in urbanization development.Fourth, the performance of financial support for new urbanization development in Shandong Province is evaluated in result of the new understanding of the public finance and urbanization development, which is helpful to correct the way of paying more attention to financial input but neglecting fund management, and improve the research findings’ adaptability and practical application value.
