| The large-scale and rapid urbinazation process has put high prssures on the construction of infrastuctures and the provision of public service in China.Public-Private Partnerships(PPPs)are therefore introduced to the filed of urbinaztion projects,aiming to reduce the budget deficit of governments and improve the efficiency of public service provision.Against the background of sustainable development as a global core development strategy,sustainbable urbanization has become a critical path to achieving sustainable development,because it has significant impacts on social,economical and environmental aspects of sustainability.However,the profit-driven incentives of private sector would conflict with the goal of sustainabale development,which hinders the process of sustainable urbanization.Thus,it is essential to explore how to achieve the sustainability of urbanization projects in the context of PPPs.The research aims at solving this problem from the perspective of performance management.We construct a set of sustainability-oriented performance indicators covering the life cycle of urbinazation PPP projects,and we built a performance evaluation model based on these indicators and applied the model to a case study.The specific contents are as follows:(1)relevant literatures and theories are reviwed and summaried,which lays a theoretical foundation for this study.(2)A set of sustainability-oriented performance indicators of urbanization PPP projects were identified.Firstly,the whole task of this kind of projects is broken down into key works through method of Work Broken Structure(WBS).As key works is the object for performance evaluation,the sustainable development goal was subdivided into performance indicators based on the key works of urbanization PPP projects during the whole life cycle.Secondly,Key Performance Indicators(KPIs)that have significant influence on projects performance were filtered according to the data gathered from questionnaire survey.(3)A performance evaluation model of urbanization PPP projects was constructed.After a comparision of popular methods of performance evaluation,“entropy-fuzzy comprehensive evaluation method” was determined to be the most suitable method,and a performance evaluation model of urbanization PPP ptojects was build based on it.(4)The availability of the performance evaluation model was verified by a case analysis.Taking the PPP project of Gu'an Industrial New Town as an example,the index weight is obtained by questionnaire survey and entropy weight method,and the performance evaluation score of the case project is further obtained under the guidance of the performance evaluation medoel.Then,the sustainable performance level of the case project is analyzed based on the evaluation results,and the success experience was further summarized,and suggestions for improving the sustainable performance of the case project were put forward.The main conclusions of this study are as follows: 1)Because the introduction of the private sector may be harmful to public interests,it is necessary to pay more attention to the importance of sustainability in projects management process.2)As the nature of PPPs lays in the petnership between the public and private sectors,and there are multiple players in this kind of projects,the importance of the govenance dimention of sustainability should be enphasized.3)Because PPP urbanization projects are of great complexity and have long-lasting lifecycle,the performance evaluation of them need to be carried out during the the whole lifecycle process,which is conductive to process management and fine management.4)Among the performance evaluation indicators of PPP urbanization projects,economic indicators are generally highly valued,while governance dimensions are relatively less valued.Among them,eight indicators,such as the rationality of industrial planning,the effect of infrastructure operation and maintenance,the quality of attracting investment,the scientificity of investment decision-making,the soundness of financing strategies,the economic benefits of projects,the quality of industrial cluster development,and the level of public services,are considered to be the most important.5)Gu'an Industrial New Town holds good performance level with respect to sustainable deelopment.It has some sucessful experience valuable to the similar projects,such as “develop projects jointly and make full use of complementary advantages”,“trust each other to achieve win-win situation and long-term development”,“attract investment professionally and cultivate high-quality industries”,but it still need to be further improved with regard to public involvement and ecological performance. |
