China is a country with a very large number of human resources. But China is not a strong Human resources country. The advantage of human resource has not been played. This directly affects the development of the whole economy and society. The goal of human resource service is to promote the full use and development of human resources. The government needs to work hard to speed up the construction of human resources service system. It should give full play to the government functions, the market and social organizations. The government should provide quality and efficient services for all types of personnel. This is a direction of the practice department’s work and a subject that needs to be studied deeply in the academic circles.The systematic thinking needs to be introduced into the study of human resources service system. Urgent practical task needs the theoretical research to achieve a breakthrough. But until now most research on human resource services takes the view of type of operation. It does not form a comprehensive system solution. In order to solve practical problems, we should accelerate the construction of human resource; break the compartmentalization of human resources services research. Our government needs to introduce systematic thinking, strengthen top-level design, highlight the global consciousness and put forward a comprehensive strategy. This paper attempts to complete the research from the perspective of "system", using new public management and governance theory. Taking Jilin Province as a case, the writer sets forth construction of human resource service system in the aspect of legal and policy system, organization system, supervision system, technology system, and human resource. She tries to find the law of the development and give us suggestions on promoting the healthy development of the human resources service system.The construction of human resource service system in Jilin province has achieved great achievements in the three stages: generation, growth and deepening of reform. At the same time it still has deficiency. The writer takes Jilin province as an example and did investigation of the construction of human resource system in many cities and countries. Through interviews, informal discussions and questionnaires, the writer collected a lot of first hand data. On the basis of investigation, the writer put forward her suggestions to improve the construction of human resources service system in our country by using empirical research and theoretical research methods. The construction of human resource service system in Jilin province has improved a lot. It includes human resource service developed in a certain degree, policies and regulations strengthened, organization system formed, team expanded, the supervision and technology system improved. The author analyzes the existing problems of human resource service system. Legal system construction is lagging behind. Policy system has not been formed. Organizational development is inadequate with public and private institutions imbalanced, supply and demand Imbalance, and large urban-rural gap. The quality of employees is not high. Supervision system is not perfect. Technical innovation is not enough. There are many reasons. First is that economic and social developed slowly leading to the concept behind. Second is that government is still bounded by planned economic thinking. The role of the government does not change from “management” to “governance”. The public does not accept market economy completely and the behavior logic of “acquaintance society” limits the regulation of human resource service. Third is government is inadequate of governance.Based on the theory and practice, the writer tries to put forward suggestions to improve human resources service system. The first is to improve the legal system, improve the relevant laws and regulations. Policies should be formulated to reflect the geographical features. The second is to promote the common development of multiple subjects. Market should be the main role of human resources services business. Non-profit organizations are encouraged to participate in providing human resources services. The third is to achieve a multi-level multi-channel supervision system. The fourth is to attract professionals. The fifth is to upgrade technology and integration of information; we should learn to use emerging technologies, integrated resources, breaking the information island and enhance technological innovation capability.Human resource is the first resource of national development. As a platform for human resource development, human resources service system takes a guiding role to the economic and social development. It is difficult to apply one or a few simple patterns of human resource service system under the unbalance development of economy and society. Although the circumstances are not the same, the construction of human resource service system still has laws to obey. These laws have a reference to other provinces. Based on Jilin, looking across the country, we should follow the laws if we want to promote the construction of human resources service system. Advanced theory is the inner motivation. Governance system and governance capacity modernization is the guidance. The adjustment of economic structure is the foundation. The construction of human resource service system in other areas can achieve sustainable achievements by mastering the law and combining macro-integrity and micro-operation.
