With the fast development of social market economy at present, competition among the chemical petroleum engineering construction enterprise is increasingly fierce, especially the competition among enterprises whose main inputs are of human resources. If we want to remain the undefeatable position, Not only should we rely on the technology innovation and updating of the advanced equipments to increase competitiveness, but also should we continuously promote management level of project construction, perfect the human resource management system, maximally satisfy the needs of customers. These have become the key and determining factors that influence and restrict the smooth development for achieving the goals. At present, continuously enhancing the core competitiveness to seize market, compete for resources, expand business scale, and speed up the development to attract, develop and use talents, are the common views and major issues that many enterprises concluded to strength human resource management system. This article, taking the construction of Jilin Chemical Construction human resources system as the research objects, investigates the organization, personnel structure, social and industrial environment by adopting field investigation, theory analysis and system research and other investigation methods. The development of investigation for the human resource system management under the new circumstances shall be preceded with theoretical and practical aspects to analyze, find and solve the existing problems with an aim to effectively attract, retain, cultivate and reasonably utilize talents. Further improve the primary research for human resource management system and optimize the recruitment, training, performance, salary management system, perfect the system of the management process and establish the evaluation targets and contents, set a new human resource management system that suitable for the construction of Jilin Chemical Construction.This paper gives an orientation for the status analysis of human resource and development goals of Jilin Chemical Construction. Carry out the research from the aspects of introduction of talents, construction of effective training system, incentive role played by effective development of performance assessment and salary management based on the advanced human resources theory, analyze the problems and causes during the construction of each system, further optimize4major management systems, achieve the goals of training and bring up excellent human resources teams of abundance in number, structure optimization, reasonable layout. Eventually reach the goals of steady rise in human resources, improvement of talent quality, and apparent advantages in talent competition.
