Statistics show that over 0.7 billion ton crop straw and over 3 billion ton domestic animal feces were produced annually. Agricultural crop straw were long regarded as wastes in the process of the agricultural production, which have caused seriously air pollution by its disposal with simply arbitrary methods or Burning. Besides that, along with large amounts of released Animal manure, it is also can lead to a large number of harmful substances released to environment, involving that exacerbated the environmental pollution and huge impact on the society development and human health, not only because of its smelly liquid, solid and gaseous, but also pathogen microbes, antibiotics and heavy metals have been released as its low utilization and substantial spare.Being behavioral main body of the agricultural ecology environment, farmers are the mainstay of agricultural waste utilization, because that farmers’ desire of participation depend on the value judgment of agricultural waste utilization and farmers as a pivotal role in transformation of agricultural development and construction of ecological civilization. Generally, farmers have low level of value judgment towards agricultural waste utilization, no enough attention were given to the waste as agricultural resources utilization and also the capacity of resources utilization is comparatively insufficient, which leading to the phenomenon of those precious resources regarding as waste to be disposed or dispended. What’s more, the agricultural waste immediately discard resulting to water pollution, air pollution, pathogen transmission, farmland ecosystem damage, which ultimately threaten safety of agricultural products. So that, to fundamentally resolve the contradiction of environmental protection and agricultural wastes pollution, it is urgently to change the peasant concept of agricultural wastes dispose, improve the peasant perceived value towards agricultural wastes utilization, reduce the perceived risk, gain attention to recycling value of agricultural wastes, fully mobilize the farmers enthusiasm to participate in ecological environmental behavior, and cultivate and form the farmers’ desire and activities towards the agricultural waste as resources utilization process.In this dissertation, based on the theory of perceived value, empirical research was performed on the farmers’ behavior of agricultural wastes via the method of structural equation model(SEM), with the study object of 815 valid samples from farmers Hubei and Chongqing. The research main contents are as following: Analyzed of the necessity of agricultural wastes recycling and the potential also key ways of agricultural wastes as resources utilization. Defined and developed the measurement dimensionality and scales of farmers’ perceived benefits and perceived risks towards agricultural wastes as resources utilization. Stated the relationships between perceived benefits, recycling wishes and behaviors to agricultural wastes utilization by construction of structural equation model, under the tradeoff of perceived benefits and perceived risks. Moreover, it is constructed that the structural equation model of influence factors in tradeoff of farmers’ perceived benefits and perceived risks, and also the overall decision model of farmers’ behaviors in agricultural wastes as resources utilization. Meanwhile, it is also clarified the formation mechanism of farmers’ perceived benefits to agricultural wastes as resources utilization, with the empirical tests on these two models. Based on the research results and the empirical analysis results, the dissertation proposed the countermeasures and suggestions of promoting the agricultural waste as resource utilization in the respects of government, enterprises and farmers.Following main conclusions are presented through our study:(1) The level of famers’ perceived value is low, famers’ agricultural waste recycling behavior is lower than their willingness. Results show that most of the famers can recognize the value of agricultural waste resources, in their opinion, recycling agricultural waste resources is valuable. It shows that farmers have the potential to utilize the resources of agricultural wastes. However, It is worth noting that the average of perceived value is 1.2037, which means that the overall level of farmers’ perceived value is not high. At the same time, the research shows that farmers’ recycling behavior of agricultural waste is lower than their willingness. So, farmers’ willingness and behavior is not consistent, farmers’ recycling behavior of agricultural waste is the result of many factors.(2) The perceived value of recycling agricultural waste is based on the trade-off between the two critical factors of perceived benefits and perceived risks. Perceived benefits of recycling agricultural waste can be summarized as three dimensions, which contain perceived basic benefits, perceived ecological benefits and perceived social benefits. Perceived risks of recycling agricultural waste can also be summarized as three dimensions, which contain perceived economic risks, perceived psychological risks and perceived situation risks.(3) It is indicated that three dimensions of perceived benefits towards agricultural wastes as recourses utilization are assessed the impact extents on farmers’ overall perceived benefits from high to low are, perceptive social benefits(FPSB) > perceptive basic benefits(FPBB) > perceptive ecological benefits(FPEB), and the influence path coefficients are 0.70, 0.65, 0.61. Specifically, in the perception of social benefits, farmers have the highest perception on the social recognition. In the perception of social benefits, farmers have higher perception on the resource value than the economic value. In the perception of ecological benefits, farmers have the highest perception on environmental benefits, security benefits and healthy benefits are lower. This also reflects that farmers are lacking of knowledge about agricultural wastes pollution.(4) It is indicated that three dimensions of perceived risks towards agricultural wastes as recourses utilization are assessed the impact extents on farmers’ overall perceived risks from high to low are, perceptive psychological risks(FPPR) > perceptive situational risks(FPSR) > perceptive economic risks(FPER), and the influence path coefficients are 0.76, 0.61, 0.46. Specifically, in the perception of psychological risks, farmers have the highest perception on the knowledge risk and time risk. In the perception of situational risks, farmers have higher perception on the technical facilities than the policy context and group pressure. In the perception of economic risks, farmers have the highest perception on the risk of opportunity cost, currency risks and efficiency risks are lower. In their opinion they will go out to make more money rather than spending time with agricultural waste. This also reflects that comparison of efficiency in agricultural production is low.(5) Farmers’ perceived values towards recycling utilization influence recycling behaviors through recycling intention indirectly. Farmers’ perceived values(FPV) towards agricultural waste as resource utilization affect the recycling behaviors(FRB) manifest positive correlation with directly and indirectly effects. The value of directly affect is estimated 0.203, while value of indirectly affect is estimated 0.034. The results indicated that farmers’ perceived value influence recycling behavior through recycling intention indirectly.(6) The effect degree of farmers’ perceived benefits towards farmers’ intention of agricultural waste as resource utilization is higher than perceived risks. As far as the farmers’ intention of agricultural waste as resource utilization, the farmers’ perceived benefits affect the intention with the influence coefficients 0.471, while the farmers’ perceived risks affect the intention with the influence coefficients-0.229. The results pointed that farmers’ perceived benefits effect higher than perceived risks, influence the intention of farmers towards agricultural waste as resource utilization. Therefore, what benefits prompting farmers’ intention of agricultural waste as resource utilization is enhancing the farmers’ perceived benefits.(7) The effect degree of farmers’ perceived risks towards farmers’ behaviors of agricultural waste as resource utilization is a little higher than perceived benefits. As far as the farmers’ behaviors of agricultural waste as resource utilization, the farmers’ perceived benefits affect the behaviors with the influence coefficients 0.360, while the farmers’ perceived risks affect the behaviors with the influence coefficients-0.384. The results stated that the farmers’ perceived risks effect degree, higher than perceived benefits, influence the behaviors of farmers towards agricultural waste as resource utilization when the decision take place actually.(8) The impact of motivational policies on farmers’ intentions and behaviors of agricultural waste as resource utilization was larger than restrictive policies. Motivational policies were positively regulating variables in the path influence of farmers’ intentions to behaviors of agricultural waste as resource utilization, which possess significantly adjust function. In other words, motivational policies, rather than restrictive policies, can significantly prompt the farmers’ intentions and behaviors of agricultural waste as resource utilization. Therefore, government should adopt motivational policies and countermeasures to boost the agricultural waste as resource utilization as policy-making.To promote our national agricultural waste as resource utilization, the government should strengthen the guided by propaganda,organize training for farmers who can get knowledges and technology related to agricultural waste as resource utilization, and formulate better polices conducive to agricultural waste as resource utilization. Moreover, the government should also give high priority to infrastructure construction related to agricultural waste as resource utilization and create favorable environment for promoting agricultural waste as resource utilization. Another side, the enterprises should participate in the behaviors of agricultural waste recycling, as representative models, provide carriers and technical supports for agricultural waste as resource utilization, and also should expand the development channels of agricultural waste utilization industry to achieve scale economies, enhance resource values of the agricultural wastes, and prompt the industry development of agricultural wastes as recourses utilization. As the leading role main body of agricultural waste as resource utilization, farmers should increase perceived level towards the resources value of agricultural waste utilization, reduce perceived risk level towards agricultural waste as resource utilization, improve motivation of agricultural wastes as recourses utilization.Overall, the study is performed on basis of famers, which possess exploratory to a certain extent. It is indicated that quantitative research is applied on the influence factors and perceived values towards agricultural wastes as recourses utilization, analysis the formation mechanism of farmers’ perceived values towards agricultural wastes as recourses utilization, and explore the effect of farmers’ perceived values towards agricultural wastes utilization on the recycling utilization behaviors. Our study, novelty to a certain extent, is based on the basis theory of perceptive value, which is applied to the formation mechanism analysis of farmers’ perceived values towards agricultural wastes as recourses utilization and research farmers’ behaviors in agricultural wastes as recourses utilization. What’s more, the dissertation, with some extent innovative, also developed the structural equation model of the measurement dimensionality and scales of farmers’ perceived benefits and perceived risks towards agricultural wastes as resources utilization, and also performed deep-analysis on the formation mechanism of farmers’ perceived value towards agricultural wastes as recourses utilization.
