Research On The Transformation Mechanism Of Job-Related Sci-Tech Achievements From The Perspective Of Rights’ Flow

Although China is the of importance strategic opportunities for current development, but there are still a lot of challenges when shifting from the big to the power, building the innovative country and accomplishing a moderately prosperous society when the global economy has been in deep water in post-crisis era. It is vital for our nation to implement Innovation-Driven Development Strategy to lead the "new normal" in economic development. It needs not only the overall layout of the country, but also active participation of every member. We should promote the reform in sci-tech system, and pave the way for sci-tech to support industry, economy, national development in order that government consider releasing of creative energy through reform as an important task. The national sci-tech system reform has guided the change of the transformation mechanism of scientific and technological achievements. And the Law of Promoting the transformation of Scientific and Technological Achievements published recently led the practice of transformation of scientific and technological achievements.Considering job-related scientific and technological achievements present major of scientific and technological achievements, work units and sci-tech personnel should play an important role in the transformation of job-related scientific and technological achievements in which the establishment of rights and rights’flow is important to incentive stakeholders. It is crucial to straighten out the job-related scientific and technological achievements in the transformation path, which is helpful to utilize job-related scientific and technological achievements faster to realize the integration of sci-tech innovation activities, to break the imbalance situation between the sci-tech personnel and unit to expand the "double hit" practice, to mobilize the enthusiasm of stakeholders as well as constraints conduct of the parties and reposition the role of government in order to improve the fashion of government intervention.This paper explored the right support of the transformation of scientific and technological achievements from human rights, intellectual property rights and ownership, and described the mechanism of interest balance and cooperative safeguard in the transformation of job-related scientific and technological achievements. Based on this, this article demonstrated the interaction and coordination mechanism with specific cases, used social network analysis to present the new developments in local policies, the use of policy tools and inter-governmental coordination, and used analytic hierarchy process to establish evaluation system to measure the performance of the transformation of job-related scientific and technological achievements and to predict index weight. And this article used three-stage data envelopment analysis to evaluate the performance of the transformation of job-related scientific and technological achievements in different units and distracts and figured out the difficulty in evaluation of the transformation of scientific and technological achievements for the whole society.In this paper, the research found that studies in China paid little attention on the transformation of job-related scientific and technological achievements, while some related research analyzed the question with the perspective of science policy and innovation management which lack of adequate theoretical support. Besides, the suggestions in previous studies always focused on one facet and lacked of the systematic design for the transformation of job-related scientific and technological achievements. This article is committed to enrich and improve the study of the subject with which put forward moderate and reasonable tactics in order to improve the performance of the transformation of job-related scientific and technological achievements. There are three innovations in this article as following:First, this article breaks the previous research paradigm from the perspective of intellectual property on output and transformation issues of job-related scientific and technological achievements, and introducted ownership right and basic human right, which is regarded as the premise and foundation for guidance and regulation of the transformation of job-related scientific and technological achievements, to reconstruct the system of rights of the scientific and technological achievements. "Rights determinism" could guide market behavior of rights’ bodies and exclude other parties’interference. Meanwhile, there is some constraint on the exercise of rights to protect others interests, public interest and the national interest which corresponds to the interest balance mechanism, cooperative safeguard mechanism, and coordination mechanism in the transformation of job-related scientific and technological achievements. The distribution and materialization of the transformation of job-related scientific and technological achievements need the supplementary by the lower transformation mechanism. What’s more, transformation mechanism should constraint the upper transformation rights.Second, this article integrates previously fragmented perspective to construct holistic system based on behavior-oriented and to emphasize the uniform of creation and application of job-related scientific and technological achievements as well as separation of internal relations and external relations.With the interference of agency and policy, strict internal relations with employees of the unit should be fixed, especially in cooperative mode which inferred to government, industry, institution, university and agency. This article finally rests on policy improvement and solves puzzles in trasformation mechanism of scientific and technological achievement by making use of interdisciplinary knowledge.Third, this article applies Social Network to analyses security policies and three-stage DEA method to study transformation performance. Through a reasonable policy keyword selection and effective co-word matrix construction, SNA’s graphical interface can better display policy content and intergovernmental relations, which is beneficial to analyze and realize the balance of policy tools and public resources. Three-stage DEA method could exclude uncertainties to make the regression results more accurate with reasonable chosen of input and output indicators which could reflect the actual performance of the transformation of job-related scientific and technological achievements for different units.
