| Today, in the global technological innovation increasingly rapid development, science and technology innovation ability has become an important symbol to measure a nation’s comprehensive strength. To truly achieve scientific and technological innovation to promote industrial development, must carry on the transformation of scientific and technological achievements. From experimental basis, theoretical research and comprehensive nature of the subject branch, Chinese Academy of Sciences(CAS), is the main position of China’s scientific research. In order to better promote the transformation of scientific and technological achievements, to help the local transformation of the mode of economic growth, efforts to promote regional economic development, CAS cooperation with local governments to build a series of transformation of scientific research platform. Due to different regional economic development conditions, this kind of research platform for transforming management mode is also different at the same time of gain achievements have appeared in the operation management mode. How to improve the platform operation management level, strengthen the transformation of scientific and technological achievements, is an important issue in front of us.Based on Tangshan Research and Commercialization Center for High-tech, CAS(Tangshan center) as an example, the integrated use of methods of questionnaire, case analysis, statements of Tangshan Research and Commercialization Center for High-tech, CAS platform management present situation, analyzing the problems existing in the management mechanism, and puts forward the suggestions to solve the problem.This paper is divided into five chapters, the first chapter is the background; the second chapter expounds the domestic cooperation for CAS analysis of the related content; the third chapter on the development history of Tangshan center and the existing management mechanism is analyzed; the fourth chapter analyzes the existing problems and causes existing in Tangshan center of the management mechanism; The fifth chapter puts forward the suggestions and countermeasures to solve these problems. The study found that, Tangshan Research and Commercialization Center for High-tech, CAS mainly has the following problems:the existing dual leadership model, bring its function definition of fuzzy, lack of funding use complex, large staff liquidity management level is low. Tangshan center of CAS in north China is the first company domestic cooperation for CAS mechanism under the transformation of scientific research platform. The platform operation has obtained certain achievement in nearly seven years, has been found that the problems existing in the management mode, these problems have universality in similar platform, The countermeasure and the suggestion, put forward in this paper can help the management mode of Tangshan center of CAS, improve the efficiency of management, at the same time for other similar to the original domestic cooperation for CAS mechanism under the transformation of scientific research platform is of certain reference value, also has a certain reference value. |
