Research On The Ecological Transformation Mode And Mechanism Of Regional Sci-tech Achievements

Sci-tech innovations are the core power to promote economic development and social progress,and all countries in the world regard promoting sci-tech innovation as an important means to improve their international competitiveness.The Eighteenth National Congress of the Communist Party of China referred the implementation of innovation driven development strategy to the national strategic level,and emphasized adhering to the road of independent innovation with Chinese characteristics,which is to plan and promote innovations in a global perspective.As an important part of the sci-tech innovation,the transformation of sci-tech achievements is the key step to realize the market value of the new technologies and the new inventions.Currently,the transformation of regional sci-tech achievements is facing serious problems such as power shortage,poor channel and low efficiency.The reasons includes many aspects,i.e.,there exists system barriers in colleges and institutions on sci-tech achievements transformation;sci-tech achievements can not meet the needs of enterprises and the market;there exists information asymmetry among the participants;the transformation of sci-tech achievements has a greater investment risk;etc.These reasons can be summed up as lacking of scientific and effective transformation mode and its adaptive mechanism.Therefore,the scientific analysis of the internal mechanism of the transformation of sci-tech achievements,innovation breakthrough,and systematic design under the new mode of sci-tech achievements transformation mechanism have an important theoretical value and practical significance to promote the innovation and development in china.In this dissertation,based on the relative research and summarizing on the domestic and abroad transformation of sci-tech achievements,the ecological mechanism of sci-tech achievements transformation are analyzed in self-organization evolution,hyper-cycle evolution and ecology evolution stages.Ecological transformation model of technological achievements is designed and its applicable conditions and application strategy are discussed.The ecological transformation mechanisms are proposed from three aspects of cooperative symbiosis,public service support,dynamic balance,and empirical researches have been put on the Heilongjiang provincial science and technology achievement transformation pattern and mechanism.First,evolution mechanism of regional sci-tech achievements transformation is revealed.On the behavior characteristics analysis of the sci-tech achievements transformation,the bilateral market attributes and population symbiosis behaviors of sci-tech achievements transformation are elaborated,and the evolution law of sci-tech achievements ecological transformation is systematically summed up and formatted,thus the foundation for the innovation of science and technology achievement transformation pattern is laid.Then,ecological transformation model of sci-tech achievements is designed.Based on comparative analysis of existing science and technology achievements transformation modes,main problems of current sci-tech achievements transformation are figured out.From ecological perspective,transformation model of regional science and technology is proposed.which is the transformation mode with enterprises leading,intermediary services leading,engineering center leading and platform leading,therefore put forward the key points and mechanism of the model.Next,the ecological transformation mechanism of regional sci-tech achievements is provided.According to the requirement of ecological transformation mode of sci-tech achievements,collaborative symbiotic mechanism,public service supporting mechanism and dynamic balance mechanism of regional sci-tech achievements transformation,are the designed.Basing on the evolutionary game theory,the key contents of cooperative symbiosis mechanism are ascertained;on the basis of summing up and optimizing the public service management methods and related policies,the public service support mechanism system are constructed;the adjustment methods and measures of dynamical balanced are designed through the evaluation of sci-tech achievements into the main functions and collaboration relationships.Finally,on the basis of the above studies,taking Heilongjiang province as the research object,current situation and problems of of sci-tech achievements transformation in Heilongjiang province are analyzed.The ecological transformation model with platform leading of Heilongjiang province sci-tech achievement is designed,then there proposes the optimization strategy of ecological transformation mechanism,and offers corresponding suggestions on accelerating sci-tech achievements ecological transformation.This dissertation studies on the model and mechanism establishment of regional sci-tech achievements transformation,and provide empirical study of Heilongjiang province.These studies provide advanced theoretical guidance and scientific method supports for improving the efficiency of regional sci-tech achievements transformation,thus promoting the deep integration of technology and economy.
