In order to alleviate the contradiction between supply and demand of water resource, and improve the imbalance of water resource allocation among regions in our country, water transfer among regions becomes the objective demand. Since the founding of China, our country has built and run dozens of large-scale inter-basin, cross regional water transfer projects, and gradually formed water distribution that four vertical and three horizontal, four pieces of linking, north and south deployment, east and west help of each other. With the increase of inter-regional water transfer projects, the same area may face a situation that two or more water transfer projects supply water at the same time, forming a multi water source market. The establishment and implementation of good operation mechanism is the key in the management of cross regional multiple sources, among them, the pricing problem is the core problem in relation to the operation of water transfer system.By using the method of literature research, field research, game analysis, mathemati-cal model and case analysis, this paper discusses the pricing problem of water transfer of trans-regional and multiple water sources:First of all, this paper makes research on the related literature and economic theory, through the collection, collation and review of existing literature, find the gaps in research, and determine the research direction. By combing the related theory of the pricing of trans-regional and multi-source water, this paper seeks for the theoretical basis of trans-regional multi-source water transfer pricing;Secondly, the paper analyzes the composition and characteristics of cross-regional water transfer system, studies the relationship among the main stakeholders combs the relationship among various pricing subjects, specifies how these pricing subjects affect, constraint and depend on each other, explores the nature of pricing issues, clarifies the context and structure of pricing and summarizes the four factors affecting the pricing of cross-regional water transfer; what’s more, according to the relevant factors that affect pricing and starting from the perspective of supply and demand and based on revenue maximization principles both in intake areas and water transfer companies, the paper constructs a pricing model of cross-regional water transfer and analyzes the water transfer companies’ different water transfer price and revenues in the decentralized decision-making and centralized decision-making conditions respectively, conducts the analysis of the model results combined with actual practice in regional water transfer and makes use of matlab software to study the relationship between the variables in the model. In order to verify the validity of the model, based on the water price of intake area in Tianjin receiving water from south-to-north water transfer project and "Luanhe to Tianjin" project, the paper conducts a calculation and compares the calculated price with the actual condition; at last, some suggestions and countermeasures of the reasonable pricing in cross-regional are proposed:implementing the quasi-market pricing model, strengthening the supervision and management in pricing process, improving water rights trading system and laws and regulations related with water pricing, so as to ensure the smooth implementation of cross-regional water transfer pricing at a practical level.The characteristics of this study are:first, the topic comes from practical survey and literature. The pricing in cross-regional water transfer is a important problem to be solved in practice and has practical significance. For the current research, the pricing in cross-regional water transfer is blank spot, being of theoretical significance. Secondly, we focus on the study of the pricing mechanism and conduct a comprehensive and systematic analysis of the relationship among various stakeholders in the water transfer system by using the game theory, specify how they affect and constraint each other and identify the factors influencing the pricing, which has laid a foundation for the establishment of the cross-regional water transfer pricing model; what’s more, the pricing method in this paper avoids the defects in traditional cost-plus pricing method and builds a pricing model which is based on revenue maximization principles both in intake areas and water transfer companies, fully embodying the product attributes of water resources, which has revealed the economic value of water resources more accurately and better adapted to the requirements of China’s reform of water prices; finally, the paper conducts a calculation of the water price of intake area in Tianjin receiving water from south-to-north water transfer project and "Luanhe to Tianjin" project from the perspective of multi-sources water supply, which would provide a new idea on the study of water price in "Luanhe to Tianjin" project and south-to-north water transfer project.
