At present, China’s economy has been in the new normal state, and extensive growth driven by investment has touched the ceiling such as the international trade barriers, insufficient domestic demand, environment and resources crisis. In order to adapt to and lead the new normal state of C hina’s economic development, and to achieve the goal of 13 th Five-Year development goals, the party’s the fifth Plenary Session of the 18 th CPC Central Committee proposed five development concepts of "innovation", "coordination", "green", "open", "sharing", and regarded innovation as the first power to lead the development and put it at the core position of national development overall situation.Under the above background, Enhancing regional innovation capability to promote development driven by innovation is the key strategy of regions at present stage. And this needs to optimize regional innovation network characteristics. New concept Innovation Element Height given by this article, adds a new dimension to the characteristics of Regional Innovation Network; and the new research framework of the influence mechanism of innovation element height and network interaction degree on regional innovation capability, and corresponding suggestions, given by this article, provide a new theory viewpoint and practice fulcrum for regions to optimize regional innovation network characteristics in order to enhance regional innovation capability.The basic logic of this paper is: firstly studies influence mechanism of innovation element height, network interaction degree on regional innovation capability, then based on the related variable scores, empirically tests the influence mechanisms, and finally puts forward to the corresponding suggestions. This article is divided into seven chapters in structure. Chapter 1 is the introduction. C hapter 2 is the related theories and literature review. C hapter 3 is the influence mechanism of innovation element height, network interaction degree on regional innovation capability. C hapter 4 is the measuring and analyzing of innovation element height, network interaction degree, and regional innovation capability. Chapter 5 is empirically testing the influence of innovation element height and the network interaction degree on the regional innovation capability. C hapter 6 is the way of pomoting regional innovation capability based on innovation element height and network interaction degree. Chapter 7 is the conclusion and prospect.The innovation element height, network interaction degree, two-wing- flying model and other key concepts are defined at first. After an overview of the relationships between the innovation element height, network interaction degree and regional innovation capability, based on the two-wing- flying model, it studies influence mechanism of innovation element height, network interaction degree on regional innovation capability.(1) About the mechanism of innovation element height on the regional innovation capability, respectively explores the impact mechanism of sub-component of the innovation element height----U-R height U, industry height I, property rights P, innovation tendency R, and then concludes the impact mechanism of innovation element height comprehensive quantity G.(2)About the influence mechanism of the network interaction degree on regional innovation capability, respectively explores the impact mechanism of sub-component of network interaction degree----the openness degree W, the competition degree J and the coupling degree H, and then concludes the impact mechanism of the network interaction degree comprehensive quantity D.(3) About the intermediate effect mechanism of innovation element height between network interaction degree and regio nal innovation capacity, respectively explores the intermediate impact mechanism of sub-component of innovation element height on between the W, H, J and the regional innovation capability, then concludes intermediate impact mechanism of G between D and Regional innovation capability.Then, based on the time series overall factor analysis, measures and analyses innovation element height G, and sub-component U, I, P, R, network interaction degree D, sub-components W, J, H, and regional innovation capability.Based on the above, it empirically analyzes the influence of innovation element height and network interaction on regional innovation capability.(1) econometrically tests the impact of G, D, the intermediary effect of G on D. Test results show that, whether at the national level, or in the eastern, central and Western regions, G has a significant positive effect on regional innovation capability, and D has a significant positive effect on regional innovation capability, and G plays a intermediary role between D and regional innovation capability. And the impact of G on regional innovation capability is significantly higher than that of D.(2) Then, econometrically tests the impact of U, I, P, R on regional innovation capability, and it finds that, at the national level, the impacts of U, I, P, R pass the test; in the east, central and western regions, I, U in the three regions pass the test; P in the middle and western regions passes the test; R in the east and the middle area passes the test.(3)Then, econometrically tests the influence of W, J, H on regional innovation capability, and it finds that, in the east, central and western regions, W, J in the three regions pass the test, H in the central and western regions passes the test.(4) Finally, econometrically tests the intermediary effect of G respectively between W, J, H and regional innovation capability. It finds that no matter at the national level, or in the east, central and western level, the intermediary effects pass the test.Through the above researches, based on innovation element height and network interaction degree, it thinks about the related promotion ways. Taking increasing innovation element height as the main line, with the principle of opening, competition, and coupling, it thus puts forward:(1) In order to enhance U, try hard to attract famous universities and research institutions. It points out that the embedded U-R has attractor effect, explores "Shen-Su-Xi" mode, analyses the avoidance of double-sided adverse selection problem in confluence, study technology uncertainty, puts forward the systematic strategy of institution change in confluence, and differentiates convergence strategy between the tech-developed areas and tech-developing areas.(2) In order to promote the industry height, the development of strategic emerging industries can be driven by innovation. It is pointed out that the strategic emerging industry is an upgraded version of the high and new technology industry. Analyses the necessity of strategic emerging industry development driven by innovation, reveals the investment-driven trap of strategic emerging industries, shows systematic path of strategic emerging industry development driven by innovation, and differentiates development strategy of strategic emerging industries between the tech-developed area and tech-developing area.(3) To enhance the vitality of property rights, the development of private sci-tech enterprises should be focused. It is pointed out that the key to the development of private enterprises is private sci-tech enterprises, reveals the existing problems in the development of those enterprises, and differentiates development strategy of private sci- tech company between the tech-developed areas and tech-developing areas.(4) In order to promote the innovation tendency of innovative elements, there is the need for a good environment of innovation and adequate support for innovation, and this needs to shape innovative entrepreneurial government, and it is also the guarantee for the other three aspects. It points out the content and characters of IEG, analyzes "Golden Triangle" fulcrum of the IEG, put forward the shaping strategy of IEG, and differentiates the shaping strategy of IEG between the tech-developed area and tech-developing area.
