Research On Efficiency Evaluation Of Regional Ecological-economic System

This paper proposes a new method for measuring the efficiency of regional ecological economic system, in order to promote the sustainable development of regional ecological economy, as well as provide a scientific basis for managing and decising the sustainable development of the regional ecological economic system.Since the reform and opening policy in China, its economy has obtained the remarkable development. However, the extensive mode of economic growth at the expense of the heavy resource waste and environmental damage is restricting the sustainability of our country’s economy. Under the background of accelerating the construction of ecological civilization, fully realizing the new industrialization,urbanization, informationization and agricultural modernization, how to realize the social and economic development and the dynamic balance of ecological environment protection, to achieve regional economic benefits, social civilization progress and the development of the ecological environment and ‘win-win’ situation, and with the minimum of resource consumption and environmental damage in order to acquire the optimal economic output is the implementation of the green, healthy and sustainable economic development in our country at present stage becomes one pivotal problem.From the perspective of system theory, focusing on the "ecological economic efficiency", this article analyzes the internal structure of regional ecological economic system and mechanism, co-evolution analysis, efficiency calculation and spatial pattern of spillover effects. According to the empirical results, a series of economy policy implications is proposed to achive the sustainable development of regional ecological economy.First, combining with domestic and foreign research results, this paper defines the concept of the regional ecological economic system and its internal structure,where the regional ecological economic system is a composite system as social,economic and ecological subsystems. On the basis of several relevant theories, this paper proposes the corresponding evaluation framework of regional ecological economic efficiency, and the research process of this paper is established.Furthermore, it discusses the function mechanism of ecologic economic system from the level of interaction and coordinated development. And then, based on the principles of the construction of index system, the index system for regionalecological economic system is built.Second, to test and verify the internal structure of regional ecological economy system and cooperative relations, the evolution process among different subsystems is analyzed. For overcoming the drawback of the local correlation and the low accuracy of fitting of the traditional integer order differential model, this paper proposes one fractional order differential approach to depict the co-evolution process of economic,social and ecological subsystems, and uses genetic algorithm to find the solution. At the same time, the model well reflects the development history of the system function,and can depict the dynamic characteristics of the stability of the composite system. In addition, the DEAHP method is employed to construct system model of the degree of order. The results of the order degree show that the order degree of each subsystem has an increasing trend, and significant differences between different regions are proved. Then the results of co-evolution estimation show that there is a budirection competitive relationship between economic and social subsystems as well as economic and ecological subsystems, while there are competition and cooperation between social ecological subsystems. In addition, the stability of the equilibrium analysis shows that the stable point of the ecological economic system is not constant,but dynamic. In the stable spot, economic, social and ecological subsystems are in a state of synergy, and they toward a higher orderly development.Third, in order to overcome the traditional ecological economic efficiency calculation model treating the regional ecological economic system as a "black box",not considering the internal structure of the system and can’t getting the efficiency of the subsystems, this paper builds the matrix-type network DEA model to measure the efficiency of regional ecological economic system. Also, the divergence of regional ecological economic efficiency is tested. Empirical results show that the whole,regional and provincial ecological economic efficiencies are still at low levels, while the social and ecological subsystem cause the overall efficiency is low and the ecological subsystem is the key factor of regional differences. All subsystems of the ecological economic system in the eastern region are in a leading position, and the economic and social efficiencies in the central region are higher than the western regions, but its ecological efficiency is lower than the western region. In addition, the results of efficiency convergence test show that the overall and social efficiencies have a divergence trend, while economic and ecological efficiencies keep steady.Finally, combining with theoretical analysis and empirical results, this paper puts forward series of policy implications, which provide some important references forimproving the efficiency of regional ecological economy as well as promoting local economy rapidly and sustainably.
