The Study Of Inner Mongolia Ecological Frigle Areas Poverty Alleviation Immigrtion At New Stage

In recent years, as one of the biggest immigration regions of ethnic minority------Inner Mongolia, although its economic has developed steadily and rapidly, it has 60 flags and counties, which occupied for 59.4% of the total 101 counties, listed in the poorest counties of our country. Due to the inherent ethnic minority areas of economic, social and cultural attributes, determines the poverty problem has great difference and particularity from other relatively developed areas or the ethnic minority areas. Especially, entering into the “twelfth five-year” period, it is facing with many difficulties and new problems. Thus, to explore the issue of Inner Mongolia immigration for poverty alleviation in ecological fragile areas, can reflect the practical tract in minority regions of our country, has important realistic meaning and far-reaching research value for solving the extreme poverty fundamentally, promoting the economic and society development and progress, entering into fairly well-off society in ethnic minority areas comprehensively.This paper targets with Inner Mongolia poverty alleviation immigration, based on absorbing and taking example by the welfare economics, development economics and institution economics and relevant theories, first of all, generalize and induce its development process and characteristics. Then, summarizes the situation of ecological fragile region in Inner Mongolia poverty relief at the new stage, focusing on analyzing faced difficulties and new problems and causes the mechanism effectiveness by using the measurable analysis method from the perspective of comprehensive development level of macro level and micro level of comprehensive benefit. It shows that the mechanism effectiveness is “good”, but there are some aspects need to be further perfect. There is gap not only among project flags and counties, but different ecological fragile types area. Through 2011 and 2012,found that this gap continues to be widen. Affected by three pubic factors, that is population structure, economic development level and scale of immigration directly, weight of the first is bigger. So government should develop and strengthen employment policy to raise the comprehensive level.At the same time, self-raised funds continue to increase, but lives and production infrastructure investment which is directly related to immigration benefit is relatively reduced, the more funds into the public domain. Either the performance of promoting the immigration inclusive development is not ideal. This influences to realize the immigrant rights. To inquire its reason, it is resulted in the problem of poverty alleviation resource rational allocation, and local government still in the basic lay of sovling theadequate food and clothing,lagging in the policy target at new stage. Therefore, this paper indicates the objectives and basic principles, takes the example of successful experience inside and outside the region and optimizes and builds new mechanism aiming at problems and factors of influence on the effectiveness, puts forward relevant countermeasures and suggestions.Based the above, this paper deem that the development path of poverty alleviation immigration, is to construct the inclusive development mode that against poverty mode is complementary, the human beings development opportunities is priority, to build the institutional incentive mechanism to promote the government solving the poverty problem in ethnic minority areas, and emphasizing the supporting mutually between government responsibilities and system reform, that is the fundamental way to solve the problem of poverty in these exceptional areas. And claiming on the design of specific poverty reduction policies, should pay attention to the mutual adjustment with national traditional culture, in order to improve the positive benifits of poverty alleviation immigration.
