Cultural Development And Prosperity Of The Building Of Human Resources Issues To Explore

The prosperity of culture reflects a country's progress and promotes the comprehensive development of people. Culture is increasingly becoming an important factor in countries'comprehensive competition in today's world. The Seventeenth National Congress of the Communist Party of China proposed 'Vigorous Development and Prosperity of Socialist Culture' and made a comprehensive plan for the upsurge in socialist cultural development. This gave us a opportunity to assume this great responsibility of the cultural heritage and culture prosperity. Human resource development plays a vital role in achieving this ambitious objective and the core is how to develop culture talent.Topics of constructing cultural human resources (mainly around building the culture talent) are discussed in this paper and then some of strategy of cultural human resource under'Vigorous Development and Prosperity of Socialist Culture were proposed combining the use of Ethnology in the field of culture human resources. This paper uses Ethnology, Management and Human Resource development theory and it is based on author's years of work, survey and research under the system of the Ministry of culture. Several methods are used including historical research, field surveys and other methods. This dissertation is divided into eight parts:Chapter One-is Introduction. Main topics'includes the reasons and meaning of the dissertation of this paper, the review of domestic research and the involved theories and methods.Chapter Two-Vigorous Development and Prosperity of Socialist Culture' strategy. Make a brief introduction of the background and the significance of the realization of the strategy.Chapter Three-The meaning of human resources construction in achieving cultural development and cultural prosperity. Human resources construction not only is a critical factor to achieve great development and prosperity, but also is a strong guarantee of the smooth realization of the great cultural development and prosperity.Chapter Four-New requirements of human resources is achieving Vigorous Development and Prosperity of Socialist Culture strategy. Different state of culture development has different requirements of human resources. In order to achieve Vigorous Development and Prosperity, cultural practitioners need to have a certain culture theory to understand the nation's cultural resources. Not only do they need to be creative and understand cultures, but also they need to know management and business skills to become compound talents.Chapter Five-The construction of qualified cultural talents since the founding of new China. The development process of cultural talents was reviewed in four phases. The major cultural achievements of constructing qualified cultural talents were sorted and a brief summary of the experience and the enlightenment from the process.Chapter Six-Current status of cultural human resource in China and the gap between the current situation and Vigorous Development and Prosperity. The author argues that there are three reasons:First, lack of cultural talent pool. These are the lack of creative talents and research talents, the turnover of management talents and business talents, and the lack of talents training and managing system problems; The Second, the quality of cultural talents is not high. The concept of cultural resources is weak; The Third, the special attributes of human resource development in ethnic region. The author discussed two aspects the neglect of ethnic culture and ethnic regions in human resources areas and construction of cultural talents in ethnic regions.Chapter Seven-The Human Resources development strategy in achieving Vigorous Development and Prospeity of Sociast Culture strategy. This chapter covers new requirements of innovation of cultural human resource development, cultural talent training, and culturl talent development. It is also stressed that to achieve this great goal of culture, we must strengthen the culture of ethnic minority areas of cultural human resource development.Chapter eight -Conclusion. The author clarifies 'Vigorous Development and Prosperity of Social Culture' needs Ethnology from the perspective of ethnology application. The author argues that ethnology plays an indispensable role in the construction of cultural human resource either from the perspective of the erection of proper national cultural resources values or from the perspective of appropriate exploitation of national cultural resources. The author argues that in order to truly achieve Vigorous Development and Prosperity of Socialist Culture, we must focus on the great culture and human resource of all cultures, strengthen the culture of ethnic minority areas of cultural human resource development and focus on the innovation of cultural human resource development, cultural talent training, and culturl talent development.
