A Study On The Coastal Areas And Territorial Seas Administration In Southeast China During The Yongzheng Reign

The Chinese nation has the glorious history for the development of ocean and the exploitation of the coastal areas and territorial seas. Due to the long-term the influence of dominion ideological that the governor take seriously the border area and neglected the positive development of the coastal. During the Ming and Qing Dynasties, along with the opening of new routes, more Western countries arrived the coast of China to seek trade, the traditional trade structure that the feudal dynasty fenced against the pirates and presented the largess to the foreign countries had been broken. The late Ming, Chinese southeast coast was severity attacked by the Japanese pirates and threatened by the western buccaneering merchants, and coast defence was gradually focused on southeast China. In early Qing, the nation was also facing similar situations and establishing defence system that emphasized the southeast coast.The dissertation mainly accords to the affairs of the coastal society and coast defence that local officials of the southeast China in the Yongzheng Reign reported to the court through the secret Palace Memorials, to analyze the coastal administration during the Yongzheng Reign, especially emphasized the policy of coast defence.The dissertation is divided into four main parts. First, through narrate the background that the southeast coast socioeconomic situation and policies of local governance to analyze the motive that local officials administered the coastal society; Second, explore local officials in southeast China how to constructed the coast,through the military of the southeast coast, warships building and equipping, and financing the outlays; Third, discuss local officials in southeast China adopted the measures against the coastal unstable factors, to study local officials how to implement the coastal areas and territorial seas administration policy; Four, examine local officials adjusted the thought and behavior of coast defence according to local specific circumstances when they put the coastal areas and territorial seas policy into effect, analyzing the influence that the central decision- making was affected the local interests.The conclusion part pointed out the status that local officials basically obeyed the supreme interests of the state, loyalty to the central authorities and discharged the duties of local government, despite they may slightly modify the national administration policy based on the specific local circumstances when local officials enforced the national coastal areas and territorial seas policy at implementation in the specific local affairs.This dissertation examines the Palace Memorials of the Yongzheng Reign, to study the unauthorized local policy and discuss the role that local officials in southeast China developed and protected the regional economic interests when they implemented the national decision-making and safeguarded the state security; To explore the interactive relationship when local officials and the Yongzheng discussed the affairs of the coast through the Palace Memorials, and further analyzing the local government's interests how to affect the national decision-making, and the influence that the national policies were fulfilled at the coastal areas and territorial seas in aftertime.
