Income distribution problem is not only an economic problem, but also a social problem. In2006China began to carry out the civil servants income distribution system reform, yet this reform is still in progress. This reform concerning China's civil servants income distribution problem attracted attention of the whole society, the civil servants' wages level becomes the focus of all the circles. The governments take measures to solve the growing deficits, in the economic recession in the developed countries in the following ways, firstly, to fire government workers on a large scale, secondly,to freeze or reduce the level of the civil servants' wages, therefore, how to determine the civil servants'wages level is the problem which the governments in all countries directly face in the management of the civil servants' wages.After the reform and opening to the outside world, the development of China's economy and the increase of China's financial revenue provide a solid material base for the reform of China's personal income distribution. The civil servants as government workers become the direct beneficiaries of the reform of income distribution. At present, the study on civil servants income distribution focuses on the following aspects, such as the salary system, fair salary level, the implementation of the balance and comparison principle and the establishment of salary system. Few people study how to determine the level of civil servants' wages.In this paper, the author studying on income distribution problems of China's civil servants takes the established mechanism of the civil servants'wages level as the object of study, taking Marxist income distribution theory as a foundation, absorbing the research achievements of the domestic and foreign income distribution theory, based on the conditions of the income distribution at the primary stage of socialism market economy, by studying the development of the theory of distribution of personal incomes at the primary stage of Chinese socialism, and the change of China's income distribution system, the situation of the present income distribution, the evolution of the income distribution system and influence of China's civil servants, this paper analyses the income distribution in the income distribution of China's society, this paper summarizes the development of Chinese'social income distribution rule, guiding the study of income distribution of China's civil servants, at the same time, this paper uses the mature experience of the civil servants'salary management in the developed countries for reference so as to research the established mechanism and the development law of the civil servants income distribution. This author uses the historical materialism and dialectical materialism method, collecting and reading many papers, summarizing the relevant research results of the income distribution of the domestic and foreign civil servants, using large statistical analysis of the data, economics, statistics, mathematics method, trying to build income distribution mode of China's civil servants conforming to Chinese reality.The author uses Marxist theory in Capital,according to the theory considering the labor force elements and management factors as the distribution factors, building a civil servant salary formula, taking the labor force elements and management factors as the basic components of income elements in a civil servant salary formula. Pricing labor elements must guarantee personal and family life's normal life consumption of the civil servants, making sure civil servants and the national people can live a more decent life together. The civil servants'contribution to the state is used as the management factors in the income distribution, the per capita gross domestic product growth is used as judging the management performance index of the civil servants, using the non-agricultural enterprise wage and the price level of goods for reference so as to determine the level of civil servants' wages level, at the same time control civil servants total wages in the administrative expenses accounting for the proportion of fiscal revenue. Income distribution is a systems engineering, this paper constructs the salary model to determine the level of the civil servants'wages to hope to provide a new approach to the reform for China's civil servants income distribution, making China's civil servants income distribution more consistent with China's national conditions and actual distribution, promoting social harmony and the sustainable development of China's civil servants' wages system.
