The reform of income distribution is an important part of the economic system reform, and it is an important guarantee for the construction of socialist harmonious society. The effect of individual income distribution system reform in China is not only related to the fundamental interests of the people, but also related to the success of the economic system reform in our country. As a key step of the reform of income distribution, public servants salary system reform is not only related to the effect of national income distribution reform, and has its unique significance. Only by establishing scientific and reasonable salary system for civil servants, can pay salary reward and incentive functions normally, can be conducive to the stability of civil servants, improve the enthusiasm of the civil servants, promote the civil servants to improve the quality of public services, so as to improve the government administrative efficiency, and make a good role model and guidance in our country’s reform of the income distribution system.In Each country, the state functionaries engaged in the country governance is the country’s main team, bear the administrative management of complicated and important task, so the civil servants salary is more than their personal concern, but also should attach importance to the problem. If the compensation situation is bad, it will not only affect the work enthusiasm of civil servants, but also affect the positivity and stability of the entire civil servants, and moreover, will largely affect the country’s management system and management effectiveness. Current salary system for civil servants implemented in 2006, and now, with the development of social and economy, the system of some defects and the insufficiency, urgently needs to follow in the footsteps of time to reform the current salary system for civil servants. In these years, the discussion that whether need to rise salary for Civil servants, more and more become a hot social concern, produced a variety of voice opinions around this topic,coupled with the author also on this issue is very concerned about, therefore, the author chooses the subject of discussion and research, in order to provide a contribution to the theory and practice for China’s civil servants salary system reform. This paper reviews the history of the reform of China’s civil servants salary system since the founding of new China, on the basis of absorbing and drawing lessons from the developed countries and regions wage decision mechanism, take Shandong Province for example, analyze the status of the civil servant salary system at this stage and the existing problems in Shandong Province, and put forward the measures and suggestions to promote the reform of China’s civil service wage system as below, Improve the salary system and adjust the income disparity of civil servants reasonably; Improve the legalization management mechanism of civil servants salary system, and set up scientific and transparent pay system; Improve the civil service pay adjustment mechanism, and realize the external competitiveness of civil servant salary; Introduce the performance salary mechanism, and build a complete system of civil servants incentive measures, such as advice.
