Nowadays, human society has come into the 21th century. The practice of scientific socialism has ever changed greatly compared with the last century. Not only the practice but the theory of scientific socialism as well should be reformed. This is demanded with the time and for the living development.In 1872 Engs, through his "On Housing Problem", firstly interpreted the concept on scientific socialism as the same meaning word as scientific communism. He said: "The point of view about scientific socialism in German is the ideas that the proletariat, when they adopt political action, must experience the transition from practicing the dictatorship to abolishing the class and together with the class to repealing the state"1. From the discussion above, it is clearly seen that the scientific socialism is a theory on which the proletariat seizes the political power, confirm their power position and implement an ideal society for mankind.Public security and the social synthetic management appeared during the late 1970s and the early 1980s, as a new procedure and formation to set up the political power. It began as a indistinct consciousness and forms a complete guidelines, which just has experienced several decades from a social phenomenon to practice. This kind of rapid transition undoubtedly reflects its social potentials as a practical formation. It is not enough just to feel and to directly describe this sort of social phenomenon. If Marxism had not analyzed and studied its essential characters, the decayed feature of capitalism system couldn't have been revealed and the must-be tendency to be destroyed also couldn't have been seen.
