It is the capitalism turns the political system into practices the first time from the development of the human society and the evolution of the human civilization. That is to say, the life of the capitalism possesses characteristics like democratization, standardization, legalizing, procedure and farsightedness .The socialism should be better social practical form than the capitalism, should make the political system to gain more vivid and abundant content in theory .However, when Soviet Union Party held power, this surpass did not realize ,even produced many non- institutionalized phenomena. What is the reason? What influence and sequence will it produce in course of Soviet Union political life? These questions urge me to be interested in the non- institutionalized phenomena . This thesis is a basal research from the non- institutionalized visual angle.The thesis consists seven parts.The prolegomenon part tries to enucleate why to choose the non- institutionalized visual angle to study the Soviet Union politics on the basis of the research actuality about Soviet Union and the reason of its failure. Then to expound some main concepts consisting of Institutionalization, political institutionalization and non-institutionalization and so on., then to explain the main study means in the thesis.Chapter one illustrates the basal political pattern of Soviet Union and its abuses. To find the basal political pattern is our basis and precondition on studying non- institutionalized phenomena in Soviet Union political life. For only to make clear the basal political system, we can find which actions obey it and which not. This part proceeds with soviet, soviet Party and relationship between party and government.Chapter two summarizes expressions and characteristics of non- institutionalized phenomena in Soviet. The author firstly summarizes the non- institutionalized phenomena in period of Lenin , Stalin and post-Stalin according to historical development, then concludes its four characteristics:1.Politic often has aid of ideology and often shows itself in dualism.2.Rule by people not by law.3.To regulate productive relationship as main way4.Have characteristics like subjectivism, formalism bureacratism and so on.Chapter three analyses the reason why emerges non- institutionalized phenomena. The author believes that the reason consists of rigid ideology, leading cultural pattern, extreme national nature, systematical defect, unfinished change from revolutionary party to ruling party, lacking of validity consciousness,3international factors and so on.Chapter four analyses the political consequence bringing about by non- institutionalized phenomena, hi a word, the non- institutionalized phenomena brings about serious consequence like:1.It brings about tenseness between party and governmental bureaucrats qua social upper strata.2. It brings about indifference in the social rock-bottom masses.3. It brings about too rigid ideology.4. It brings about validity resources for Soviet Party to reigning runs out and dries up quickly. Chapter five mainly proceeds with how to surmount and avoid the non- institutionalized phenomena. Ithinks we must deal with five questions in consciousness of reigning:1. Achieving the change from revolutionary party to ruling party.2. Recognizing the resources of power for ruling party correctly.3. Recognizing the class base and social base of ruling party. 4.Knowing the social contradiction and social difference correctly5. Establishing validity consciousness.In the way of reigning, we must deal with three questions:1. To correctly deal with the relationship between party and country.2. To correctly deal with the relationship among party ,country and society.3. To realize political institutionalizationIn the last part, I rethinks the non- institutionalized phenomena in Soviet political life and expresses four opinions following:1.
