Promoting Community Correctional Institutionalized Thinking

Community Correction belongs to Community Treatment. Compared to the traditional Institutions Treatment, it is a newly emerging treatment on criminals. In China, it is defined as a means of penalty execution, corresponding to areas with the implementation of imprison sentences. It is executed by national specialized agencies with the assistance of social groups, civil society organizations and volunteers, which applies to the criminals sentenced to probation, control, deprivation of political rights and parole by the court, and the criminals decided to serving sentences outside the prison by the prison as well. On the basis of analyzing the criminal policy theory and penalty theory, this essay tries to relocate the Community Correction. Considering the current situation of Community Correction, the leverage effect of the jurisdiction should be given prominence to; the disadvantages of compulsory social service should be eliminated; the power structure of executives should be straightened out to integrate the existing judicial resources and community strength, and the application of diversion ought to be expanded actively.
