Under The Environmental Perspective Of International Trade: A Systematic Study Of Green Barriers

Green trade barrier (GTB) is more and more used as a kind of non-tariff trade barrier in the international trade field (and mostly used by developed countries). This kind of trade barrier tally with the international trade pact and nominally acceptable, so China cannot avoid of its effects even after joined the world trade organization (WTO). Now China is facing severe impact of the GTB in much kind of products esp. in the agricultures, textile and home electronic machines. How to break through GTB of other countries as well as construct our own GTB at the same time, and how to use the GTB to optimize China's industry system is something that has great value.There are some helpful researches on GTB from specifically point of view nowadays, but in totally, these researches are scattered and non-systematical, even for the studies on the influents to the China's economy. So such a systematically research must be done by this time. The study tries to repair those limitations. The article is divided into five parts: the first part analyzed theoretical and historical relations between trade and environment, showed the historical reason of the GTB; the second part analyzed the construction of GTB, including GTB's history, contents, characters and trends; the third part coordinated the non-WTO contents of GTB, including green package, environment symbols, environment standards and authentication, international environment laws; the fourth part analyzed relations between GTB and WTO, such as TBT and SPS and so on; and at last in the fifth part of the study, the author researched the interactions in GTB and the development of China's economy, and the policy advice was given after that.The topic of this study is GTB, the author considers a very pressing sense on the research by the Chinese academic and government of this topic in the after-WTO era. The study gives a systematical research of historical and genetic reason on the relations between trade and environment, and discussed the GTB questions under the framework of WTO. ON the foundations of these studies, the author integrated the policy advice on GTB; some ideas that can be put in practice were found out. The study systemically researched the nature and contents of the GTB for the first time, many fundamental works has been done by the study. At the same time the sketch of GTB was clearly shown, the meaning of GTB was scientifically given. Otherwise, the study especially noticed some contents and trends of GTB under WTO, for the first time researched the interactions between WTO and GTB. And the study also showed the new type GTB China may encounter in the next period, especially in the service trade field, and forecasted the GTB's trends and the influence on the Chinese firms. The study also disclosed the economic essence behind the GTB theoretically, that is the competition between countries should keep eye on the competed advantages instead of comparative advantages by the research on GTB, and China must advance its technology innovation abilities systematically and institutionally.
