The structural crisis obviously hinders the further development of contemporary management in the course of globalization. The managerial techniques, operational tactics or way of thinking, that were prevalent in the old times of industrialization, can no longer work as well as they used to. The present management is faced with significant variations, including transition of managerial environment, organizational transform, reform of managerial techniques, restructuring of human resource quality, procedural readjustment of managerial strategies, reconstruction of corporate culture, alteration of thinking mode, etc. The globalization will enable the traditional management to be reincarnated through the course of tremendous changes. The result of impact and influence that the globalization has been bringing upon the modem management will undoubtedly propel the management of the mankind, in a larger extent and depth, into the age of cross-culture management.The cross-culture management is established in certain cross-culture organizations typically represented by transnational corporations, which have registered a completely new growth under the background of the new age. However, a specific phenomenon in operational proceeding as a result of multi-cultural constitution sees a gradual deviation or separation between the "hardware" and the "software" in these transnational corporations. The "hardware" represented by organizational structures, technical methods, decision-making procedures or installations, is tending towards the sameness in an accelerated speed and in a full scale as well. Nevertheless, some other elements rooted in soils of different cultures and divide-lined by varied nationalities, such as concepts of value, customs and habits, behavioral norms or modes of thinking, merge into a cultural difference in the aspect of "software". The latter not only brings a significant effect on their economic performance in terms of managerial cost and resources distribution, but also on their economic results in the system decision-making, interpersonal relationship, organizational communications, and motivation scheme, etc.The crucial point of cross-culture management is to study how the cultural difference affects various managerial links. Varied culture-related problems need to be solved through proper cultural means. Under the background of globalization inwhich various cultures clash each other in a complicated way and interact upon each other at an unprecedented rate, the cultural management is the best choice in the management mode of cross-culture organizations. Only by regarding the structure of corporate culture as the main content and taking the modern management as the major pillar can the overall perfect results be achieved in transnational corporations. In addition to that, such perfection also needs to be realized through certain concrete ways, including creation of the value concept and behavioral norms of enterprise, assistance of material culture, system culture and conceptual culture so as to form an organizational centripetal force, strengthen an organizational cohesive force, encourage an organizational creative force, enhance better understanding between "group members with different cultural backgrounds" and push forward cultural interaction and reconciliation.Under circumstances of globalization, the essence or universality of management science is being challenged by the external cultural environment characterized by a variety of cultural backgrounds. What is significance of the universality within the frame of management science? In view of the impact that the globalization has brought upon the cross-culture management, I give much consideration to the following issues in conclusion of the article: Within the frame of management science, what is the background and reason that makes the issue of managerial universality so conspicuous?
