Rational allocation and high production efficiency of Urban lands have direct impact on the sustainable development of the national economy and social stability. It has both import-ment value in theory and profound significance in practice if we can construct a land management and administration model, which not only accords with the Modem Property Right Theory but also complies with the Modem Corporation System and also absorbs the thought of Modem Marketing, and not only fully realizes economic benefits of every related body but also brings governmental function into full play on condition that national property right of Urban Lands is uttermostly safeguarded.The thesis consists of six chapters, involving such problems as the major premise for the market-featured management of Urban Lands, high efficiency managing and revenue increasing of National Land Corporations, safeguarding of land ownership profits and the state tax on condition of market-featured management of Urban Lands, and governmental functions in the market-featured managing of Urban Lands. Further specific contents are as follows.Chapter 1 explores the major premise for the market-featured management of Urban Lands. According to the demand of Modem Property Right Theory, it seperates managing rights from the ownership of Urban Lands;according to the Modem Corporation System, it establishes National Land Corporations engaging in land development and management and inquires into inner administerring structure, right and obligation of the corporations; according to the Modern Financing Theory, it puts forward financing means of National Land Corporations.Chapter 2 explores the amelioration of assets of National Land Corporations. Basing on all-round and thorough analyses of the current situation of urban land assets in China, it puts forward a frame of asset amelioration of National Land Corporations and raises exact scheme of carrying it out.Chapter 3 inquires into land revenues of National Land Corporations. Basing on objective judgements of the current revenue situation of urban land assets in China, it puts forward patterns of obtaining land profits which accord with the international convention of market econo-my, deeply analyses the natural, political and economic factors and the market which influence land profits of National Land Corporations, explores the measures of increasing profits for National Land Corporations, and makes a pioneer study of the Business Place and Promotion of Urban Lands in China.Chapter 4 studies the revenue share for the urban land owner on condition of market-featured management. On the basis of the objective analyses of the current possession situation of urban land profits, it puts forward principles and exact share schemes of land profits obtained by National Land Corporations and makes an innovative exploration of the share type, calculation and variation of Urban Land Rent.Chapter 5 inquires into governmental taxes on condition of market-featured management of Urban Lands. On the basis of a thorough analysis of the current situation of urban land taxation , it constructs land taxation system meeting the demand of market-featured management and according with international practices, and makes a thorough inquiry of carrying out, taking over and sharing of land taxes.Chapter 6 inquires into the governmental functions under the market-featured management of Urban Lands. On the basis of investigating the governmental supervision of land management in Western Countries, it appraises the governmental function of urban land management in China from an entirely new point and puts forward practicable schemes of governmental supervision system, content and implementation under the market-featured management of Urban Lands. Finally,it still makes careful and creative ideas on governmental supports because supports from the Government have special necessity for carrying out the market-featured management of Urban Lands.
