Xinjiang is China's largest agriculture province in size and isbordering the most countries in number and it's comparatively fragile interms of its ecological environment. Xinjiang's ecological andagricultural economy development plays a very important role in thesocial, economic and ecological development of Xinjiang as well as ofthe whole country at large. In recorded history, as early as in China'sHan dynasty there were cases of developing the local economy ofXinjiang (called as west region in ancient time) by creating oasis forfarming purposes, which consequently led to desertification. After thefounding of the PRC, there are periods too when economic developmentand deterioration of ecological environment goes side by side. Since thestate policy of developing China's west regions was deployed by thecentral government of China, it has become one major goal to wellcoordinate the economic development and environment protection. Deng Xiaoping once pointed out: "the goal of building a well-offsociety can not be realized unless china's farming communities are welloff." Compared with other provinces of China, the agri-ecologicaleconomy in Xinjiang is less developed. And similarly, without buildingXinjiang into a well-off province, the nationwide well-off standard cannot be reached. The paper is intended to take an initiative in the study ofdevelopment of Xinjiang's agricultural and ecological economy and putforward constructive views for the promotion of the agricultural andecological economic development in Xinjiang. This paper tries to analyze on the agri-ecological economic 1development system in Xinjiang in such a manner: as based on theXinjiang province itself. The study is carried out from two perspectives,vertically and horizontally, i.e. based on the logical axis of studying thehistorical development of Xinjiang's agri-ecological economy and thedevelopment of the agricultural and ecological economy in the world.The paper is divided in 8 parts, with each focusing on the study ofrelevant subjects. Part 1: the introduction and analysis of the agriculturaland ecological economy; Part 2: analyze on the agricultural andecological economic development ; Part 3: review of the pastagricultural development in Xinjiang and lessons to be learned from it;Part 4 and Part 5: analysis of Xinjiang's agricultural and ecologicaleconomic development in terms of its resources; Part 6: study of thestructure of Xiniang's agricultural and ecological economy; Part 7:functional analysis of Xinjiang's agricultural and ecological economysystem; Part 8: coordinated development of Xinjiang's agricultural andecological economy system. Methods of the study are: systemicanalysis; quantitative analysis and analysis of other modes. Through thisthoughtful analysis, the development and evolution process ofXinjiang's agricultural and ecological economy system is revealed, andat the same time, profound inclinations such as the systematicinclination are pictured and clearly displayed. The followingconclusions are made: 1. Grain safety is the fundamental condition for the safe and sounddevelopment of Xinjiang's agricultural and ecological economy.Without grain safety, neither safe and sound development of Xinjiang'sagri-ecological economy nor sustainable development of Xinjiang'sagricultural and ecological economy can be attained. 22. Adjust the mechanism of agricultural production andconsumption to realize the goal of a safe agricultural ecology. Thecriterion for a safe agricultural ecology is to effectively evade butconsequently not totally avoid the agricultural risk sourcing from thenature and systematic risk. 3.
