In the process of building China into a wealthy country ,the problem of farmers is becoming more and more obvious, or rather , the most urgent and serious one waiting to be solved immediately. The essence of the problem, farmers interests , has already caused the great attention of the CCP as well as the of the whole society . Farmers interests has a multi-dimensional and dynamic feature; that is being implicity intertwined are wealth , power and farmers enjoyment of civilization . This feature requires the CCP's immediate attention as well as appropriate solution to the problem. What's more , we must realize that social development will bring about changers to the contents of farmers interests, which is , therefore ,dynamic in nature .The production and changing needs ,as well as the pursuit of interests of farmers , have become a drive to the development of economy, and political democracy and cultural progress in the countryside as well . On the other hand , they are the very reasons for the CCP to change its policy with farmers, and to make new decisions. The appropriate solution to farmers interests will surely help develop the national economy, maintain social stability, and protect the party's governing position of the country so as to realize the goal of building a wealthy society of China.It should be admitted that CCP has been engaged in maximizing and protecting farmers interests, which is taken as a departure and standpoint for policy making .Whether in the War Years or in the peace periods ,the CCP has never stopped the exploration of realizing and maintaining farmers interests .In the history of our Party ,we have undergone four periods ;the New Democracy Revolution ,Socialist Preliminary Transition ,20 Years Exploration and the New Period . In these different times the CCP dealt with the farmers problem of interests through different routes ,some smooth ,others tortuous ,some successful but others disastrous . Reflecting on the history of the CCP in understanding and dealing with farmers interests, we can draw the following conclusion : firstly, the consideration of the farmers interests should be based on the national situation that China is a big country with a very large population of farmers, which requires the CCP understand the urgency of solving the problem of farmers and admit the limitation brought about by the national situation on the other hand .Secondly the solution of the Chinese farmers problem of interests should be based on the understanding of farmers, that is to say , policies should be always farmers oriented. Next the solving of farmers problems of interests should be combined with the understanding of the definition of socialism and socialist construction . Finally, balance should be sought in regard to the relation between local and international experiences; both our own experiences and those from other countries should be taken into consideration in order to solve the farmers problem of interests in an effective way .Currently the solving of farmers problem of interests is still a goal hard to get ; farmers have to carry heavy burdens ,they have not yet realized the importance of using their democratic rights , and the realization of political interests still faces many obstacles. In the countryside ,spiritual poverty and economic poverty go hand in hand .The education for farmers is still poor .Guided by the "Three Representatives", the roles of the CCP as proposed by Jiang Zemin ,the CCP should be obliged to the solving of the farmers problem of interests by ensuring farmers "their interests"(i.e. investing for the farmers and helping them rich), ensuring farmers "their power"(i.e. endowing them with power), and ensuring farmers "their right of education" (i.e. enriching their spiritual life).
