Study On Sustainable Development Of Marine Economy Under The Environment Pressure

Ocean plays a very important rule in the global life sustaining system with population explosion and land resource and exploitation decreasing. Exploiting ocean, which occupies 70% acreage of earth surface, is becoming one of the most important guidance for human society development and resource sustainable in 21st century.World has entered into a new era of cosmically exploiting ocean resource and developing marine economy in recently decades. The gross-product of marine industry , has doubled per decade. In 1998 GDP of whole world is 2.3 billion dollars, in which the gross product of marine industry occupied almost 0;l billion dollars. Now the collectivity scale of marine economy is progressive and the proportion in national economy is upgrading in China. From "The Ninth Five-year Plan" the marine economy has become a new developing point in coastal area in China and the gross product of marine economy has increasing from 44.74 billion RMB in 1990, 246.39 billion RMB in 1995 to 413.35 billion RMB in 2000, and has reached 1000 billion RMB in 2003.However, marine zoology destruction and pollution, are becoming serious with marine economy explosion, specially coastal marine area environment quality degenerated year after year and polluted area continually enlarged. The sustaining development of marine economy is being restricted badly. Therefore, protecting and improving marine zoology, insuring the sustainable development of marine resource and marine economy in the marine exploitation have become an important task for the whole world.China has the most population in the world so the land resource for every people in insufficient. However, China also has a large scale marine resource so that marine exploitation has strategic meaning for the whole national economy in our country. However, our marine economy also faces the badly pressure of pollution. This dissertation will analyze relative problem of marine economy under the environmentpressure in China.The main points are as following:Firstly, it introduces the basis idea of sustainable development and dissertates the dialectic relationship between environment and economy and between marine environment and marine economy on the base of above theory: Environment and economy are two interactional and interdependent factors in the same system, and sustainable development of marine economy must on the base of sustainable utility of marine resource. And then it analyzes the status in quo of marine environment, marine economy, marine industry and the restriction of pollution.Secondly, it use the emergy analyzing theory into the marine economy system analyses in order to accurately quantitative analyze the interaction between marine environment and economy. The emergy analyzing is a new method to analyzing and evaluating economy system in recent years, which can make an accurate evaluation by quantitatively analyzing economy system's index under a uniform unit(sun energy value). Because of in short of relative data, this dissertation will dissertate the instruction of this theory in analyzing the marine economy. And for example, it uses this theory to analyze the agriculture system in Shandong Province on the base on sufficient relative data.Thirdly, it gives sustainable development strategy and guidance for marine economy and available measures aiming at marine environment destruction. In order to insure the sustainable development strategy of marine economy, it also conceives of the sustainable development policy of marine industry.At last, it analyzes the main problems of marine management and offers available measures by dissertating the marine resource and environment management concept and instrument.
