Human resources has been a very important productive element of economicdevelopment of countries. With the process of globalizing world economy, theinternational flow of human resources (IFHR) is increasing. It is a social problem, andmore an economic problem, which receives the common focus of academiccommunity and governments in each country. The flow of human resources indifferent time and countries is a complex process, but with numerous commonregularities. Research on the common regularities is beneficial for each country todevelop talents legitimately and fully elaborate the talent's economic utility,especially for the country which is poor in human resources with largely outflow,such as China.The dissertation contents the preface and seven chapters, which gives asystematic analysis and researches to the concept, the situation, the theory and theconcrete policy about the IFHR. It analyzes the cause and the regularities of the IFHR,summarizes it and gives some examples happened in part countries and areas all over the world.Also, it poses some advices and methods to our country about the flow of human resource.The first chapter points out that the talents, the outstanding community whichhave done a great contribution to the society's development and human'simprovement with their creative work, is the core of human resource. This chaptergives out the basic property of the human resource and IFHR, thus gives a deeperunderstanding to the inherent meaning and essence of IFHR.The second chapter gives an analysis to the relation between the economicdevelopment and IFHR. The economic globalization leads to the globalization ofhuman resource inevitable, which makes the arrangement of human resource all overthe world more reasonable and provides a more beneficial condition to the world'seconomic improvement and development.The third chapter mainly analyzes the cause of IFHR, which contents three...
