Under the influence of the modern concept of human resources management, the implementation and the flow operation of the civil servants has entered the market operation during the period of social transformation in China. Civil servants took thermal heating up year after year, showing much greater supply than demand that led to excessive competition, also showing that the outflow channel is very narrow, the balance between the inflow and outflow of human resources in government departments has been broken.The main reason due to the phenomenon is that the character of market allocation of resources is that much resources flowing to strong sectors, in order to reach the largest market efficiency. And the characteristics of professional civil service cause that the preferences (subjective utility) of many job hunters trend to this sector. This has caused a result that too much people focus on government. This result leads to the rise of administrative costs and social costs, and affects the allocation of staff in the other sectors, and has a negative externality, leading to low efficiency that have to be keen to avoid off.In the human resources market, the government has a double capacity. It is human resources recipient, and also the guider and manager of the human resource allocation. Government is abuse to attract talent in advantage of their organization and finance, but neglects to guide and manage the social human resources allocation for the public interests.Government should control human resources operating costs, make use of social resources reasonable, develop vocational education, strengthen vocational guidance and career planning, and widen the outflow channels, particularly the system of government employees , that is the road out of difficulties and restore the efficiency.
