As one of financial main body, Joint-stock Commercial Bank of CHINA (JCBC) has been the most prospective and active part in commercial bank of China for its adaptation to market economic rules. For the more, Human Resource Management and Development (HRMD) is the final and determinant factor to development of JCBC. China is enlarging financial opening and financial system reform and foreign banks are entering gradually , contemporarily customer requirement is changing fast and technology is developing rapidly , which results in HRMD is placed in important strategy position in the development of JCBC and its idea, organization and system is restructured .This article study systemically HRMD developmental station of Commercial Bank, and analyze JCBC developmental strategy and its HRMD strategy correspondingly, meanwhile point out focus of HRMD strategy contacting with main character of HRMD. This paper construct "plane model "of HRMD according to the existing problem of HRMD presently. That is to say, it take HRMD strategy as direction; take organization as structure; take inspiration as power; take performance management; take layout of career as control and take exploitation and guarantee as two wings. This article studies the blurring and turbulence station of JCBC now, and analyzes the influencing factor of organize structure design. At the base of AHP method, it designs the model of fuzzy comprehensive evaluation assessment. At the same time using international predetermining experience for reference, it design matrix organization structure in order to reaching high specialization at the aspects of administration and operation of JCBC.According to Alderfer s ERG theory that considers human has three levels needs including existence needs , relatedness needs and growth needs, this article designs inspiration method including economic welfare , value satisfaction and financial culture. It constructs payment system composed of base pay, performance pay and employee welfare. It analyzes connotation and constitutes of value satisfaction inspiration from the angle of performance evaluation and promotion. It brings forward two key pointsand four processes of financial culture inspiration model, and finishes the construction of JCBC inspiration system.This article designs control model of HRMD from the aspect of synthesizing performance management system and layout of career. Synthesizing performance management system includes business aim, performance supervising, performance examination and examination result combined with inspiration based on strategy layout. It builds two- way and multi-ladder career development process and layout system of inheriting, and perfects entering-exiting system of human resource.This article designs development and guarantee model of HRMD from the point of healthful and sustainable development of JCBC. It designs frame of career training from the aspects of operating, resource and rules, and finds out maximal balance point by marginal analysis through analyzing risk- income system of career training. It also puts forward new measures of building the learning JCBC and figuring professional handlers. Meanwhile, it confirms guarantee measures of JCBC including technology, finance, employee and risk control for running effectively "plane model " of HRMD.This paper designs strategy performance evaluation system of "plane model " from the five aspects of organization of HRMD, inspiration, control, development and guarantee and four angles of human, innovation, customer and finance based on the idea and structure of strategy synthesizing balance scorecard. It constructs the bridge between carrying out function of HRMD and strategy idea, and transforms strategy plan into performance evaluation result. At last, it is proved by the business status of Heilongjiang Branch of Everbright.
