China Government Communication Theory

Government communications is not only the important research fields of the politics and management, but also a subject concerned with communications, information, social study, public relations and other disciplines. Starting from the point of the compared definition to the "Core Concept" of the government communications, this thesis conducts a detailed analysis to the following issues concerning government communications: main form, system arrangement, management patterns, communications model, communications elements, the relationship between the government communications and political development and reengineering government in our country, practical development needs and future development trends of our government communications, problems and countermeasures of government communications in the ethnic region, etc.The view of this thesis is that government communications is not only a "marginalized" and cross government phenomena concerning public management, but an "revival" and "outward" of the government self-function especially the public information senvice function; government communications is not only the "passive choice" facing with "information society" and "civic society", but the inevitable trend of "power (administration) regress to rights (society)". During the process of government communications, government has to transfer its role from the traditional supervisor and monopoly to the public "rights to speak", and gradually transfer the public information power to the public's "information rights" and its practical carrier public information products. And the process of the definition, production and supply happens to be the necessary requirements and consequences of government function redefined, government power re-bordered, and public participation having its role resettled. During the process of public "(Onrush) Reengineering", what is re-recognized is not only the surface phenomenon such as government spokesman's role and function, but the government's function and play behind; What is redesigned is not only the rules and procedures of the publicity of the government information, but the government "social management model" in the reform and progress, and also the increasingly coordinated relationship between "government" and "society", "government and citizens".
