With the rapid development of IT (information technology), E-government plays more important role in society and the investment to E-government increases rapidly. Performance measurement of E-government, which is complex and in developing, becomes focus when NPM (New Public Management) affect our government. The scientific performance measurement of E-government, which is closely relational to value measurement, is very significant for the development of E-government. The research of the scientific value measurement provides the reference to the buliding of E-government, the determining of the optimal investment scale, the institution of E-government development strategy and the construction of service-oriented government. Now the research of the performance and value measurement of E-government is the key point, hot point and difficult point of the construction and development of E-government.By taking advantage of system science, management science, public management, economical science and other science, and referencing advanced outcome and practice of researches which fulfilled both here and abroad, after considering government process and users, the paper does many research on value measurement of E-government.This paper is divided into four parts.Part 1: This part analyze the research objective, research methodology, research framework and research innovation.Part 2: This part summarizes performance and value measurement of E-government in foreign countries and China. Some features of government performance measurement based on E-government and the necessity of performance measurement of E-government in China are given. Some theory and technology, which support value measurement of E-government, are also introduced.Part 3 mainly studies as follows:(1) This part, utilizing the present theory and method of public management, studies the publicness of E-government and its difference among E-government hierarchy. It is concluded that E-government services belong quasi-public goods andits publicness decreases while E-government hierarchy decreases. The models of supply should consider the market mechanism. Publicness should be the important basis of value measurement of E-government.(2) A frame model of analyzing IT(Information Technology) performance is given. The difference between performance of enterprise information and performance of E-government is comparatively analyzed based on this model, and IT paradox and E-government paradox are also explained.(3) The relation between Government Process Reengineering (GPR) and E-govemment is studied. Considering information integration and business integration, a method of value measurement of E-government based on cost is given. This paper divides E-government into four models based on information integration and business integration. Under certain condition, customer cost and government cost, which mainly include application cost in E-government service, are computed and analyzed in these models. It is concluded that the E-government model with information integration and business integration can decrease more customer cost and social cost than other models. GPR is the key to decrease government cost. Government, not consumer, should do more work in business process of E-government for save more cost. There is Pareto improving process between model I and model IV.(4) Moreover, an operationally technical method to value measurement of E-government, which makes use of Contingent Valuation Method (CVM), economical theory and other methods, is given.Part 4: After investigating E-government WTP and government process in KunMing, we, making use of this method, measure Kunming's E-government value.
