Civil servants are the principal part who exercise executive powers to manage state and social affairs administration by law. Whether they work initiative, enthusiasm and creative, not only determine the level of administrative efficiency, but also have a broad impact to the country's social life.Constructed the civil service incentive mechanism with the socialist market economy system, and fully improve the enthusiasm and creativity of the work of civil servants, is indeed important for our government to participate in international competition, and enhance China's international competitiveness, and it also an important part of China's reform of the personnel system, an important part of political reform ; both the theory and practice of management science development requires the Civil Service. It's encouraging research in the field of objective requirements. It has very important and far-reaching significance in the development in management Sciences, the Civil Practice and theoretical incentive and how to improve the government's administrative efficiency, construct efficient civil service, and establish a good image of the government, effective in promoting ethical and regulatory system of corruption. Therefore, the strengthening of the civil service building, have a scientific and reasonable incentive mechanism for civil servants, establish a highly efficient integrity of the civil service becomes very important.At present, the incentive mechanism of the civil service, on theory or practice has to be further developed. A famous theory is the Need- motivation theory. Need-motivation theory is from the beginning of the needs of the people. Motivation is a dynamic process to stimulate,trigger acts and to meet the needs and objects. Need-motivation theory has its scientific side, to a certain extent; it reflects man's psychological and behavioral patterns. While, the theory also has its defects, it attaches too much importance to the internal demand, ignoring the external engine primer goals. Meanwhile, in China, scholars of are concentrated more in the personnel motivation of staff and management, and mostly use the management and behavioral research perspective to the issue of civil servants incentive mechanism. Therefore, of the civil incentive mechanism and the relevant practice, the author has in-depth analysis and research on the basis for how to establish a balanced comprehensive value of the civil service incentive mechanism.This text is divided into six parts:The first part is the of basis of the civil service incentive mechanism: through the Civil Service's hypothetical theory of human nature, motivation theory, psychological theories and the new institutional economics contract theory analysis, we found where we can learn from our incentive mechanism of the civil service. This is the the basis of work.The second part is the comparison of domestic and international civil servants incentive mechanism: research and the establishment of the incentive mechanisms of Civil Service with Chinese characteristics can not be separated from the advanced experience of learning and absorbing. Through performance appraisal, pay system, appointment and removal system, discipline and reward and punishment system operating, job classification, to find some inspiration and reference.The third part is about the value of China's Civil comprehensive balanced incentive mechanism: This is the key point of incentive mechanism and the innovation to civil service. Mainly through the incentive mechanism of the Civil Service system (political, economic, technological, environmental conditions of civil servants and the main incentive mechanism, the structure of the object) and the Civil Service Incentive Mechanism (wages, assessment, job classification, job movements, incentives, the Independent Commission Against Provident Fund system) from the analysis,to get the perspective of the value of China's comprehensive civil service and civil servants combined value of the incentive balanced mechanism.The fourth part is the assessment of the value of China's Civil comprehensive incentive balanced mechanism: focus on the Civil comprehensive value incentive balanced mechanism ,made scientific evaluation and analysis, and verified the correctness evaluation index system, so as to create conditions for practice. As follows are main parts: First, the purpose of evaluation, the principles of establishing evaluation indicators, targets,indicators and weight; Second, the incentive evaluation of the balanced mechanisms evaluation index system.The fifth part is the Empirical Study of China's Civil comprehensive incentive balanced mechanism factor: According to the Civil comprehensive incentive balanced mechanism evaluation index system, have a survey of H city in Hubei province, through different levels, different ages, different qualifications and different gender of the Civil incentive factor (mainly professional responsibility, feeling of accomplishment and work fair treatment of flu) summarized analysis of the civil service further to validate the value of a balanced comprehensive incentive mechanism.The sixth part is the way to realize China's Civil comprehensive value incentive balanced mechanism: the ultimate goal of the study of the civil incentive mechanism is to establish practical civil incentive mechanism, specifically on the guidance of combined value of the incentive balanced mechanism. Therefore, the civil servants on the value of a balanced comprehensive incentive mechanism created under two premise.include to foster competition, democracy, rule of law, human innovation and the concept of political, economic and cultural environment, the material values and spiritual values, intrinsic the value of the external value of the current value and long-term value of the organic combination of principles, on specific is to improve the civil service wage system and the assessment system, reshaping civil service job's classification system, merit system and the landing system .Through competition and establishment of the Independent Commission Against diligent civil servants and the civil service options into life the award system.
