Study On Eco-countryside Appraisal Method

As one of the focuses facing the world in the 21st century, sustainable development has already become the general strategy of the whole human society & economic development and one of the two basic development strategies of our country as well. In this dissertation, based on the principles of agricultural ecology, ecological economics and sustainable development theory, the ideal state of country sustainable development—eco-countryside is proposed. Moreover, the theoretical framework of eco-country is established. Eco-countryside can be briefly defined as using ecology and ecological economics principle, following the sustainable development strategy, through the structural adjustment and function combination of rural ecosystem, rural ecological cultural construction and ecological industry development to realize rural social & economy steady development as well as the effective protection of the rural eco-environment. The eco-countryside is a complex ecosystem comprising three major subsystems of nature, economy and society, where the high-efficiency and harmony of production, life and ecological functions can be realized through material circulation as well as energy & information flow.The construction of eco-countryside is a process trending to an ideal state. In this study, in order to make this process operable and appraisable, according to the system principle, hierarchy principle, dynamic principle, simplification principle and operate principle, an eco-countryside appraisal indicators system has been established, which is aimed at the realization of appraisal, test and forecast functions. And in terms of systematic analysis method, eco-countryside is chosen as the overall goal of this indicators system, eco-environment, eco-economic and eco-society as the sub-goals, resource capacity, environment quality, environment restoring capacity, economic structure, economic efficiency, economic sustainable capacity, population health, quality of life, social stability, social justice and degree of civilization as the 11 rules. Multi-indicator comprehensive appraisal method is used in this thesis for the comprehensive appraisal, and AHP for assigning weight to each indicator.A case study is carried out at Beijing suburb. Based on the analysis of rural natural resources, social-economic status, development trend, and the main problems in the development of Beijing suburban eco-countryside, the functional position and sustainable development strategy of Beijing suburban eco-countryside are put forward. Moreover, based on the basic framework of Eco-countryside appraisal indicators system, 43 indicators are selected to establish the appraisal indicators system of Beijing suburban eco-countryside. And the Meaning, calculation method as well as appraisal criterion of each indicator are illustrated. Additionally, AHP calculation method is programmed so as to simplify the calculation process. The comprehensive appraisal result of the development level of Beijing suburban eco-countryside is 0.58, which is graded as middle. Jingliyuan village, the typical eco-countryside at Beijing suburban plain areas, and Liuminying, the typical eco-countryside at Beijing suburban mountains selected as the case studies at village level, the comprehensive appraisal results of the eco-countryside development level of these two villages are 0.59 and 0.81 respectively, graded as middle and excellent. Finally, the main problems in the development of these two villages are analyzed, and the corresponding strategies are put forward.
