The "two Sessions Mechanism Study

In recent years, the Two Sessions has played a more and more important role in China's politics. Domestic and overseas public have paid more attention to the national Two Sessions in every March. The People's Congress and the People's Political Consultative Conference not only has the close relation in their function, but also formed a integrated system, named as "Two Sessions' System" in this dissertation. "Two Sessions' System" has become an important symbol of normalization, legalization and democratization in China's politics, which is worthy of much attention and deep study.The "Two Sessions' System" is one democracy shape which formed in Chinese politics. It refers to the process and mode that the People's Congress and the People's Political Consultative Conference cooperate, interact, and perform their function together in some special fields as an integrated system, which was driven by the party in power and founded on the base of their unique historical origin and practical need. The concept originates from the Two Sessions of both national and local level in every spring, namely People's Congress and the People's Political Consultative. But the "Two Sessions' System" is not confined to the two conferences. The system keeps on operating and functioning. It is a Chinese-style being.The hypothesis of this dissertation is that the "Two Sessions' System" is a dependent mechanism by which the Chinese Communist Party realize its government of the state. It provides a base for harmonizing the relationship of the party, the government and the society. The Two Sessions are complementary, on which the public opinion succeeds in accessing the governmental process institutionally, and the party-government relationship gets a better coordinatement. "Two Sessions' System" enhanced china's politics by driving it to be an organic whole and improving the mechanism for disposition of power, achievement of public opinion and supervising. This hypothesis can be analyzed as three operational definitions: first, the "Two Sessions' System" came into being with the leading party's driving and act its function as a form of party politics; secondly, the basic function of the "Two Sessions' System" is to "coordinate party and governments, make society access into governmental process ", which provide a base for regulating the relationship of the party, the government and the society and enhance the organic quality of China's politics.On the base of "Two Sessions' System", the party-government relationship gets a better coordinatement, and the public opinion succeeds in accessing the governmental process institutionally; thirdly, the "Two Sessions' System" act its function through two kernel elements: one is to dispose power with the People's Congress as power core and the Chinese Communist Party as the leading core, the other is to implement the public opinion and to supervise the public authority by the People's Congress and the People's Political Consultative Conference.Under the Party-state and Party-government analyzing frames, the thesis use "party-government relationship" and "achievement of public opinion" as two principal clews.By analysis of Chinese governmental process and some representative cases, this dissertation explained the basic function of the "Two Sessions' System", namely "coordinate party and governments, make society access into governmental process". Then an overall strategy was put forward as "standardizing, restoring and promoting", which means to standardize the party-government relationship, make the People's Congress and its Standing Committee play a better function as power institution, and make the People's Political Consultative Conference act a better role as a united front, an organization for multi-party cooperation and political consultation and a way of democracy, with the leadership of Chinese Communist Party. In the following, operational proposal was brought forward for developing the "Two Sessions' System".
