The Implementation Of The American Democracy Exporting And Its Influence

America’s Democracy exporting strategy has played an important role inexpanding its sphere of influence and in consolidating its hegemony, so to study itsimplementation process and methods has important significance. In various historicalperiods, the United States has adopted different methods, which has been based on thechangeable international environment and America’s different strength in the differentperiods. Initially means of war has been adopted mainly, while during the Cold Warideology means has been adopted as the important method. After the end of the ColdWar, the United States has taken the advantage of the non-governmental organizations,some international organizations, its Western European allies and the network mediato implement the strategy of democracy exporting.This paper first introduces the theoretical basis of the democracy exporting,namely “Democratic Peace Theory” and “Sovereignty obsolete theory”. America usesthe theories to prove the rationality of the strategy. The second chapter discusses thehistory of the strategy。 First the paper focuses on the democracy exportingimplemented in Latin America and the Philippines through the means of war, and thendiscusses the strategy implemented in Germany and Japan after the end of the SecondWorld War and, at last, discusses the peaceful evolution strategy during the cold war.The third chapter discusses some new means of implementation, which includeschoosing and training some opposition force to trigger “color revolution”, usingnetwork media to spread information bad for the current government, and usingNATO to reduce the illegality of wars in Afghanistan and Iraq. Then the next chapterdiscusses the essence and target of the strategy that American wants to establishPro-American regimes and to consolidate its hegemony. Although American people’sreligious zeal and highly praise of American democracy is the domestic foundation ofthis strategy, they cannot cover the realistic essence of the United States to pursueworld hegemony. At the end, the last chapter discusses the influence of the strategy,which includes the influence on the output destination countries, the regional situationand on China.The U.S. government’s logic of democracy exporting contributes to the American public support for the strategy, which is the important domestic foundationfor the America to implement it. Although the American government uses the newmethods to export democracy, uses some theories of international relations to reducethe illegality of the two wars, and take advantage of its allies to forcibly transplantdemocracy, these cannot cover the realistic nature and purpose of its democracyexporting strategy.
