The development of society cannot live with ou t the informatization. The informatization accelerates economic growth through using information technology, and exploiting and utilizing of information resources, to faci litate the communication for information and knowledge sharing. Educational informatization is to take full advantage of educational information technology to exploit and integrate information resources, and then to promote educational modernization with the plenty of educational information resources. First, it’s a major strategic task for the Balanced Development of Education in China to innovate the allocation mechanism of basic education information resource. Due to the educational information resource configuration determines the realization of basic education services equalization problem to a large extent, the imbalance of the foundation education information resources configuration, can directly lead to unequal regional public education services and basic education development uncoordinated. The equalization of public education services has the relationship with the education opportunities and rights of educates, and has the relationship with social stability and justice. If this problem can not be solved effectively, it will damage the government image and affect social stability certainly. Therefore, it has important political meaning and theoretical research value, to promote the basic education balanced, coordinated development and education fair t hrough innovating elementary education resources allocation mechanism. Secondly, the basic education of out country needs to solve the problem of information resource configuration. Since the reform and opening up, the economic construction has developed r apidly, but the the development of educational public service, especially basic education public service is not completely adapt to the objective requirement of economic and social development and the people’s growing demand of education. Although in recent years, some provinces and cities(counties) has made a lot of exploration in promoting the balanced development of the education, and has accumulated certain experience and successful cases, the high quality education information resource scarcity still has not been solved fundamentally, and even rather serious in some places. Fundamentally, it’s our country’s low degree of development in economic and society to lead a lack of effective supply of public education information resources, at the same time, i t also has relationship with our understanding of education public product attribute, the relationship between the government and the process of market and the problems of basic education informatization resource allocation mechanism, etc. Therefore, we have a great challenge and practical problem to face educational public service in our country. We need to find out the reason, put forward effective countermeasures, and promote to balance the basic education services and get sustainable development in basic education. As the capital city of Sichuan province, Chengdu is an important center city in southwest area. It makes the characteristics of modern city combined with and the characteristics of traditional countryside. With the accelerating urbanization pr ocess, the scope of Chengdu has had a significant increase in recent years, and at the same time, Chengdu has strengthened the investment in the construction of rural areas. For the configuration of the basic education information resources, the present situation of Chengdu contains the characteristics of both urban and rural areas which mean it is very representative to do this research. Moreover, the author has lived and studied in Chengdu for several years, therefor choose Chengdu as the study area with deep understanding of various primary and secondary schools in Chengdu. The first chapter of this paper describes the research background, and puts forward the research purpose and meaning through collecting and summarizing the research situation at home a nd abroad. At the same time, this chapter makes a definition of some core concepts, and decides to adopt literature research, questionnaire and interview survey method to study this topic. The second chapter has made an introduction and summary of the theoretical basis of education information resource allocation, in order to provide a theoretical foundation for this paper. The third chapter summaries the survey data, and describes the present situation of basic education informatization resource allocation in Chengdu, and reflects existing problems. The fourth chapter analyses the causes according to the problem found before. The fifth chapter makes the problems and cause combined with the actual situation of basic education in Chengdu, and then puts forwar d some suggestions in every aspect. The sixth chapter makes a summary of this investigation of the basic education informatization development in Chengdu, and put forward the hope to make a rapidly development of basic education informatization in Chengdu and even in our country.
