China's modern educational system began to build from the Late Qing Reform In 1922, Beijing government promulgated the "Saigon Schooling ", that means after a foundation of modern education in China the early stages of development have matured, and formed their own education system in China. Then, after that how is the development of Chinese education specifically? I want to show the actual development of modern education, though the 1928--1937 study of secondary education in Shandong Province.Shandong Province has a long history and cultural and educational traditions, and has an extremely important position in development of education in history of Chinese culture. As "abolition of imperial examination system, launching New Learning " movement in the late Qing dynasty and the early republican china, when Yuan was the governor of Shandong, he in the first run from the government of Shandong's new school, Shandong has become the initiator of the Late education reforming province. In 1901 the establishment of Shandong Academy, marked the Shandong education system in the modern sense began to take shape, starting earlier in the country, and the development of modern education in Shandong laid a solid foundation. Then Shandong entered the Warlord period, during that time, through further reform of education policy, the education system had further development. But the warlord ruler of militaristic and successive years of infighting destroyed livelihood of the people, Shandong Province can be said that could not be guaranteed funding for education, misappropriation of funds were often diverted to some extent that has hampered the sustainable and healthy development of Shandong education.June 1928, the KMT established Shandong Province in Tai'an, marking the national government began to rule in Shandong.1937 Sino-Japanese War broke out, nearly ten years after the fall of Shandong Province, the Shandong Social gradually stabilized, this has provided an opportunity for the continued development of secondary education in Shandong Province. Through a series of decrees, regulations promulgated and implemented, and the untiring efforts of education workers, Shandong education in this period achieved great development. before the war years the secondary education of Shandong is brilliant pages in the history of education in Shandong.This development not only is in the content of education reformation, changes in the education system and education sectors, institutional setting, but also in increasing the funding for education. Education spending in the proportion of total fiscal expenditure, although far less than the military, government's expenditure, but in the National Government had reached about 10% of pre-level, it can be said that this is a big step forward. This article discusses the expansion in six parts:Preface describes the origin and significance of the subject topics, the status of research, research methods, and brief introduction to the basic structure of the thesis topic.Chapter One:"Shandong secondary education development background in1928-1937", Chronological order of historical development as a clue, according to social development, to expand the discussion from three aspects, focus on the development of this period of secondary education in Shandong policies and measures. Based on these principles and policies secondary education in Shandong has made great progress and the size, quantity, quality of secondary education had achieved improved significantly.Chapter II:"secondary education management and the restructuring "Briefly discussed the management of secondary education in 1928-1937 in Shandong and secondary education system to adjust the layout of the case. Reasonable structure and layout for this period of development of secondary education in Shandong has provided a guarantee.Chapter III:"the development of secondary education in 1928-1937, "This chapter is the main part of this article, that introduced the general secondary education, teacher education, vocational education and general secondary education including private education.By the combination of over all research and case studies, and combination of charts and tables, analyses of Shandong Secondary Education Development in the Republic of China in depth to vary degrees, these forms of education of the period had made a great contribution to the development of secondary education in Shandong.Chapter IV:"Shandong funding of secondary education". This chapter describes the sources and uses of funds for education in detail. The amount of investment in education funding reflected the extent of government support for education. Shandong, in the first decade of war has been relatively stable funding for education and management was relatively standard. The system of the financing of education, management and distribution was gradually formed.So that the development of secondary education in Shandong had a stable economic backing. Chapter Five:"Shandong academic secondary education, curriculum and teacher profiles". The horizontal analysis of Shandong secondary education in the period, which reproduced educational philosophy and school secondary school characteristics during the rule of the Shandong government of the Republic. The promulgation of the new academic structure in 1922 was a watershed in the Republic of secondary education, and after that time curriculum was made some adjustments.The Republic of China Ministry of Education and the Government's had always been focused on status of teachers. Shandong Province tested the qualification of secondary school teachers further. Treatment of secondary teachers was also significantly increased. In this period, Shandong secondary schools had more colorful campus culture, including campus environment, campus management, extracurricular activities, academic culture, and so on.Finally, reflection of development about Shandong Secondary Education for ten years trying to sum up the characteristics, achievements and problems of Shandong Secondary education to reveal the inherent power and the law which related with recovery and development of Shandong education in that circumstances. Hope to provide some useful reference for today's education.
